Mr. Omaba is suggesting that his actions as the executive take precedence over the federal law.
If Mr. Obama acts on this line of reasoning, and the other branches of the federal government refuse to check or balance, the states and the people require a remedy.

The Declaration said …”to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, — That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it.” It further talks about creating a new model government that, “laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.” “Them and their” above, being us the people, not the present ruling class.

I think we should abolish the federal government and replace it with the 50 sovereign state governments already in place and functioning, and [re]institute some kind of trade agreement between ‘em.

We don’t need a king.

Finally, someone who interprets his comments as I did…he will overrule the Supreme Court, just as he has bypassed Congress repeatedly.

Worry not. There is no legal mechanism for the President or anyone else to overturn or otherwise discard a Supreme Court decision. What happens is that if the Court rules that the health care mandate is unconstitutional, Obama and Congress will have to go back and re-draft legislation that complies with the ruling. (I’m a lawyer.)
