Investigators for an Arizona sheriff’s volunteer posse have declared that President Barack Obama’s birth certificate is definitely fraudulent.

Members of Maricopa County Sheriff Joe Arpaio’s posse said in March that there was probable cause that Obama’s long-form birth certificate released by the White House in April 2011 was a computer-generated forgery.

Now, Arpaio says investigators are positive it’s fraudulent.

Mike Zullo, the posse’s chief investigator, said numeric codes on certain parts of the birth certificate indicate that those parts weren’t filled out, yet those sections asking for the race of Obama’s father and his field of work or study were completed.

Zullo said investigators previously didn’t know the meaning of codes but they were explained by a 95-year-old former state worker who signed the president’s birth certificate. Zullo said a writer who published a book about Obama’s birth certificate and was aiding investigators let them listen in on an interview he conducted of the former state worker.

The Obama campaign declined to comment on Arpaio’s allegations.

The Arizona Democratic Party said in a statement that Arpaio’s investigation is intended to draw attention away from problems within his own agency, such as hundreds of sex-crime cases that the sheriff’s office failed to adequately investigate over a three-year period.

So-called “birthers” maintain Obama is ineligible to be president because, they contend, he was born in Kenya.

Hawaii officials have repeatedly confirmed Obama’s citizenship, and state officials did again Tuesday.

“President Obama was born in Honolulu and his birth certificate is valid,” Joshua A. Wisch, a special assistant to Hawaii’s attorney general, said in a statement. “Regarding the latest allegations from a sheriff in Arizona, they are untrue, misinformed, and misconstrue Hawaii law.”

Wisch also said that “not only are Hawaii’s vital records some of the best managed, but they also have some of the strongest restrictions on access to prevent identity theft and fraud.”

Obama released a copy of his long-form birth certificate in an attempt to quell citizenship questions.

Courts have rebuffed lawsuits over the issue.

Arpaio’s Obama probe finds ‘national security threat’

After determining earlier this year there is probable cause to suspect the document released by the White House as Barack Obama’s birth certificate is a forgery, Maricopa County Sheriff Joe Arpaio said today he believes his Cold Case Posse’s investigation should be advanced to the federal government, based on further information released today at a press conference under way now in Phoenix that is being live-streamed by WND.

Cold Case Posse lead investigator Mike Zullo said the new information confirms the document presented to the American public in April 2011 is undoubtedly fraudulent. The Obama campaign declined to comment on Arpaio’s allegations.

Arpaio told WND he intends to move the investigation and the new information to a higher authority within the federal government because of what he calls an imminent threat to national security and U.S. immigration laws. The threat is posed by a flaw in Hawaii’s law discovered by his investigators that allows a foreigner to obtain a Hawaii birth certificate.

“Although I am having a difficult time deciding who to forward this information to given the fact that the obvious choices report directly to the president, I cannot stand by and hold on to information that threatens to weaken national security,” Arpaio said.

Arpaio said he intends on keeping a case file open if more information surfaces or if federal authorities decide to ignore the case.

Arpaio calls Congress to move on Obama eligibility

At the conclusion of a press conference led by Cold Case Posse chief investigator Michael Zullo that detailed the reasons the long-form birth certificate of President Barack Obama is a forgery, Maricopa County Sheriff Joe Arpaio said it’s time for a higher authority to investigate the issue.

Mr. Arpaio said he would like Congress … “someone” … to look at the material his investigative team had gathered. As he had told WND earlier: “Although I am having a difficult time deciding who to forward this information to given the fact that the obvious choices report directly to the president, I cannot stand by and hold on to information that threatens to weaken national security.”

The press conference held Tuesday clarified some of the issues discussed in an earlier press conference held in Phoenix on March 1, at which the Cold Case Posse presented its initial findings of a six-month-long investigation into the authenticity of President Barack Obama’s birth certificate. “I cannot in good faith report to you that these documents are authentic,” Mr. Arpaio said at the time.

Tuesday’s press conference added weight to the Cold Case Posse’s earlier findings. In addition to the electronic evidence that the president’s long-form birth certificate had been altered, the investigators introduced supporting evidence related to a box titled “Race of Father.” In it was written the word “African.” Not only was “African” not used as a race identifier until 1989, 28 years after Obama’s birth, but the box is also coded with a number nine. Nine signifies that no information was provided, meaning the box should have been empty. The fact that there is information in the box suggests someone had tampered with the birth certificate, investigators say.

The press conference also discussed the recent trip to Hawaii by lead investigator Michael Zullo and others to further investigate the anomalies associated with the president’s birth certificate. Mr. Zullo and his team received a cold reception and most doors were closed to them. Hawaiian officials also tended to over-react to their presence. In at least one case, local police were called.

In Hawaii, investigators succeeded in meeting with Verna K.L. Lee, the clerk who signed Mr. Obama’s long-form birth certificate. The investigators learned that if Mr. Obama had been born at the Kapioloni Medical Center, a birth number assigned to him should have been lower than those of a pair of twins who were born after him at Kapiolani that same day. Yet, his birth number is higher. “This proves that Obama could not have been born at the Kapiolani Medical Center as reported. The numbering on his certificate is more consistent with a birth certificate that had been turned in from one of the outlying areas,” investigators said.

Sheriff Arpario sends Agents to Hawaii to check on Obama’s Birth

In a major development in his probe of Barack Obama’s eligibility for Arizona’s 2012 presidential ballot, Maricopa County Sheriff Joe Arpaio has dispatched his lead Cold Case Posse investigator and a deputy detective to Hawaii.

The mission to Obama’s purported birthplace comes as the Hawaii Department of Health continues to resist efforts by Arizona Secretary of State Ken Bennett to verify that the Honolulu agency has a valid birth certificate on file for Obama.

Former Bergen County, N.J., detective Mike Zullo and his volunteer team were commissioned by Arpaio last September to investigate Obama’s eligibility after citizens raised concerns about the authenticity of the birth record the White House posted on its website. Zullo’s team announced March 1 that it found probable cause that the document is a forgery.

Zullo’s investigation is a volunteer effort, but the Maricopa County Sheriff’s Office has sent him to Hawaii with an MCSO deputy detective for safety reasons and to act as a liaison between MCSO and local law enforcement.

WND reporter Jerome Corsi is embedded with the investigators in Hawaii with the provision that reporting during the trip be curtailed to protect the investigation.

Arpaio told WND Friday that the Hawaii Department of Health’s refusal to confirm to Bennett that it has a valid Obama birth certificate on file makes it look like Hawaii officials “are hiding something.”

Hunting for Obama: Arpaio Warns of More Revelations

“America’s toughest sheriff” says there is “tons” more potentially shocking information on Barack Obama in connection with his probe into the president’s eligibility, and he calls the media’s suppression of his findings of a likely forged presidential birth certificate and Selective Service Card “probably the biggest censorship blackout in the history of the United States.”

“I’m not going after the president to keep him off a ballot or anything else, but that could happen,” Arizona Sheriff Joe Arpaio said. “I’m going at it strictly as a law-enforcement guy investigating a possible forgery and fraud. I’m sticking with that, but I’ll tell you one thing. We got tons of other information that could be very shocking, too, but I’m sticking now with just the [forgery] investigation and possible criminal violations.”

The lawman from Maricopa County made the comments March 16 on a national radio show hosted by Roger Hedgecock. (Scroll down for video.)

As WND reported March 1, Arpaio and his Cold Case Posse announced there is probable cause indicating the documents released by the White House last April purported to be Obama’s original, long-form birth certificate and Selective Service registration card are actually forgeries.

He stressed on the radio show his original intent with the posse was to put to rest all the claims suggesting Obama was not meeting the constitutional requirements to hold the presidency.

“I told these guys, ‘I want you to do a good job. I hope we clear the president,’” he explained. “I said give me the microfiche in Hawaii to show that he was born in that hospital. Give us the microfiche. I said that six months ago. And that would clear everything up. But as we went into it with an open mind, now we’re coming to a conclusion that we may have some forged documents revolving around this situation.”

When asked about making an arrest, Arpaio said, “We’re trying to identify any alleged forger. We haven’t done that yet. … I’m not blaming the president, but if they’re forged, someone has to be responsible for doing that.”

The sheriff also said that on Friday, he made a decision about where to send Obama’s Selective Service Card in order to have that agency “help us or do an independent investigation.”

“We have nothing to hide. We’re bringing it to their attention, and see what happens,” Arpaio said. “My problem is, there’s a lot of conflicts out here to get somebody to look into this. [Regarding] the media … this is probably the biggest censorship blackout in the history of the United States. When I go to the toilet, I make it in national news. … I just can’t believe the media, including the cable media blocking this thing out.”

Today, Arpaio issued a statement saying he sent his request for assistance to the U.S. Selective Service System, asking its director, Lawrence Romo, to respond to him within 30 days on whether or not his national office will provide the sheriff with the original document, and if that office will move forward with an investigation of its own.

On Hedgecock’s radio show, Arpaio noted:

“I guess common sense would be to send it to them. The Selective Service director is appointed by the president. … They only have 136 employees in the whole organization. I presume if I did that, what do you think they’re gonna to do with it? The director who was appointed from San Antonio, Texas, eight months into the Obama administration, what do you think he’s gonna do? He’s probably gonna call some guy at the White House if he can get up to the chief of staff to ask some advice, and then what are they gonna do? Give it to the attorney general? I don’t know. … So I’m fighting big battles here.”

U.S. FEDS Threaten Sheriff Arpaio for Enforcing Immigration Laws

A federal investigation of a controversial Arizona sheriff known for tough immigration enforcement has intensified in recent days, escalating the conflict between the Obama administration and officials in the border state.

Justice Department officials in Washington have issued a rare threat to sue Maricopa County Sheriff Joe Arpaio if he does not cooperate with their investigation of whether he discriminates against Hispanics. The civil rights inquiry is one of two that target the man who calls himself “America’s toughest sheriff.” A federal grand jury in Phoenix is examining whether Arpaio has used his power to investigate and intimidate political opponents and whether his office misappropriated government money, sources said.

The standoff comes just weeks after the Justice Department sued Arizona and Gov. Jan Brewer (R) because of the state’s new immigration law, heightening tensions over the issue ahead of November’s midterm elections. The renewed debate has focused attention on Arpaio, a former D.C. police officer who runs a 3,800-employee department, and a state at the epicenter of the controversy over the nation’s estimated 12 million illegal immigrants.

Once seen as a quirky figure who has inmates dress in pink underwear and forces them to work on chain gangs, Arpaio has in recent years become a kind of folk hero to those who favor his heavily publicized “crime sweeps,” conducted mostly in Hispanic neighborhoods. But civil rights groups accuse the 78-year-old lawman of racial profiling. And some Maricopa County officials say Arpaio has begun meritless corruption investigations of officials who have criticized his policies or opposed his requests.

Those allegations are at the core of the Justice Department investigations, according to documents, lawyers familiar with the inquiries, and people who have been questioned by FBI agents and the grand jury.

The investigations reflect the tangled politics surrounding the immigration debate. The criminal probe is led by Dennis K. Burke, the U.S. attorney in Phoenix who was a top aide to Homeland Security Secretary Janet Napolitano.

Two of Arpaio’s attorneys, Robert N. Driscoll and Asheesh Agarwal, were officials in the Justice Department’s civil rights division in the George W. Bush administration. They denied that the sheriff, a Republican who has been reelected four times since 1992, has been uncooperative or has engaged in racial profiling, misusing money or targeting political enemies.

“The sheriff’s office is cooperating fully with the grand jury investigation and has complete confidence that the inquiry will clear it of any wrongdoing,” Agarwal said. “The office has always fulfilled its responsibilities truthfully, honorably, and in full compliance with state and federal law.”

Arpaio’s attorneys contend that the investigations are politically motivated, citing a news conference in March at which Attorney General Eric H. Holder Jr. was quoted as saying he expects the inquiries to “produce results.”

“While we have no quarrel with the assistant U.S. attorneys handling the investigation, the attorney general’s comments appear to violate federal regulations, departmental policy and state ethical rules designed to ensure the fairness of criminal investigations,” Agarwal said.

Brewer and her supporters have also asserted that the Justice Department was politically motivated in its lawsuit over the state law, which authorizes, among other things, police officers to ask about the status of people suspected of being in the country illegally. A federal judge last month stopped the most controversial sections of the legislation from taking effect.

Justice Department officials denied any political considerations, saying the investigations and the lawsuit are based on the facts and the law. They declined to comment on details of the Arpaio inquiries.

The civil rights division’s investigation began in March 2009 and focuses on whether Arpaio’s department engaged in “discriminatory police practices and unconstitutional searches and seizures,” along with allegations that his jail discriminated against Hispanic inmates, according to letters the division sent to Arpaio. A complaint to the Justice Department said that even bilingual jail guards are required to speak to inmates only in English and that the rule could endanger prisoners’ medical care. The jail was also accused of forcing Hispanic visitors to fill out a “citizenship check” form, the letters said.

Lawyers in the division have repeatedly interviewed Phoenix area human rights leaders about Arpaio’s immigration sweeps, and local “cop watch” groups have turned over hours of video footage of the sweeps to investigators.

“Their questions are in regards to racial profiling, questions about what are the practices when people get stopped,” said Salvador Reza, an organizer with the Puente human rights movement who has met with Justice Department lawyers. He said the lawyers have asked about the treatment of inmates in Arpaio’s jail.

In an Aug. 3 letter to Arpaio’s attorneys, Thomas E. Perez, assistant attorney general for the civil rights division, said the sheriff’s office had declined repeated requests to turn over documents and meet with investigators. Without cooperation by Tuesday, the letter said, the government would file suit “to compel access to the requested documents, facilities and personnel.”

In his Aug. 5 reply, Driscoll accused the Justice Department of “a desperate attempt” to compel cooperation and of “a public relations campaign against Sheriff Arpaio.” He added: “DOJ cannot require the reproduction of millions of pages of documents so DOJ can ‘see what it can find.’ “

Arpaio’s resistance is highly unusual: Justice Department officials said the threat of such a lawsuit is rare. They added that they plan to meet with the sheriff’s attorneys next week in a last-ditch effort to forestall litigation. If the department files a broader civil lawsuit, it could result in the department terminating the several million dollars in grants to Arpaio’s office each year or in a judge’s order forcing him to change his policies.

On a separate track, the grand jury investigation has been underway since at least January. Lawyers familiar with the inquiry and witnesses said it is focused on allegations that as Arpaio has fought with the county board over his budget and other issues, he and his deputies have retaliated by carrying out at least seven criminal investigations of county officials alleging corruption, fraud and other crimes.

Some legal experts say it could be difficult for such allegations to result in criminal charges. “I don’t know what a charge would be,” said Peter Zeidenberg, a former Justice Department public corruption prosecutor. “We all would agree that being abusive is wrong, but I’m not aware of any federal statute that would fit.”

In one case, Arpaio leveled 40 corruption-related charges against a county supervisor who had spoken out against his policies, all of which a judge dismissed. In another, the sheriff’s allies in the county attorney’s office filed more than 100 criminal counts against another supervisor for improperly filling out required financial disclosure forms. Several days after a judge dismissed most of those, Arpaio’s deputies arrested the supervisor in a parking garage and walked him before TV cameras to jail, announcing more than 100 new charges, which a judge dismissed. (Some of the original charges remain on appeal.)

“They’ll never stop,” said Deputy County Manager Sandi Wilson, who was named in one of Arpaio’s investigations. Wilson testified before the grand jury and has spoken to FBI investigators more than a dozen times, as recently as last week. “They don’t care who tells them to stop.”

County Manager David Smith said grand jurors also questioned him about deputies’ trips to conferences and training missions in Las Vegas, Honduras and other destinations, where he said they often stayed at “boutique” hotels. He said prosecutors were focusing on “issues that might involve the crime of extortion over the county budget, misappropriation of funds and abuse of police power.”
