The “Military Roadmap” to World War III

The Pentagon’s global military design is one of world conquest.

The military deployment of US-NATO forces is occurring in several regions of the world simultaneously.

The concept of the “Long War” has characterized US military doctrine since the end of World War II. The broader objective of global military dominance in support of an imperial project was first formulated under the Truman administration in the late 1940s at the outset of the Cold War.

In September 1990, some five weeks after Saddam Hussein’s Iraq invaded Kuwait, US President and Commander in Chief George Herbert Walker Bush delivered a historical address to a joint session of the US Congress and the Senate in which he proclaimed a New World Order emerging from the rubble of the Berlin Wall and the demise of the Soviet Union.

Bush Senior had envisaged a world of “peaceful international co-operation”, one which was no longer locked into the confrontation between competing super powers, under the shadow of the doctrine of  “Mutually Assured Destruction” (MAD) which had characterized the Cold War era.

Bush declared emphatically at the outset of what became known as “the post-Cold War era” that:

“a new partnership of nations has begun, and we stand today at a unique and extraordinary moment. The crisis in the Persian Gulf, as grave as it is, also offers a rare opportunity to move toward an historic period of cooperation. Out of these troubled times… a new world order can emerge: A new era freer from the threat of terror, stronger in the pursuit of justice and more secure in the quest for peace. An era in which the nations of the world, east and west, north and south, can prosper and live in harmony.”

Of course, speeches by American presidents are often occasions for cynical platitudes and contradictions that should not be taken at face value. After all, President Bush was holding forth on international law and justice only months after his country had invaded Panama in December 1989 causing the deaths of several thousand citizens – committing crimes comparable to what Saddam Hussein would be accused of and supposedly held to account for. Also in 1991, the US and its NATO allies went on to unleash, under a “humanitarian” mantle, a protracted war against Yugoslavia, leading to the destruction, fragmentation and impoverishment of an entire country.

Nevertheless, it is instructive to use Bush Senior’s slanted vision of a “New World Order” as a reference point for how dramatically the world has changed in the intervening 20 years of the so-called post-Cold War era, and in particular how unilaterally degenerate the contemporary international conduct of the US has become under the Clinton, G. W. Bush Junior and Obama administrations.

Bush Senior’s “promise” of world peace has opened up, in the wake of the Cold War, an age of continuous warfare accompanied by a process of economic dislocation, social devastation and environmental degradation.

In a bitter irony, this concept of peaceful international co-operation and partnership was used as a pretext to unleash The Gulf War, which consisted in  “defending the sovereignty” of Kuwait and “upholding international law” following the Iraqi 1990 invasion.

Global Warfare

We are dealing with a global military agenda, namely “Global Warfare”. Far from a world of peaceful cooperation, we are living in a dystopian world of permanent wars – wars that are being waged in flagrant contravention of international law and against public opinion and interest.

Far from a “new era more secure in the quest for peace” we may see a world more akin to George Orwell’s 1984, dominated by perpetual conflict, insecurity, authoritarian surveillance, doublethink and public mind control.

A problem for many citizens is that “doublethink and mind control” have become so deeply embedded and disseminated by the mass media, including the so-called quality free press, such as The New York Times and The Guardian.

The Post 9/11 Era: America’s Doctrine of Pre-emptive Warfare

Allegedly sponsored by Al Qaeda, the 9/11 attacks on the World Trade Center and Pentagon played a central role in molding public opinion.  One of the main objectives of war propaganda is to “fabricate an enemy”. The “outside enemy” personified by Osama bin Laden is “threatening America”.

Pre-emptive war directed against “Islamic terrorists” is required to defend the Homeland. Realities are turned upside down: America is under attack.

In the wake of 9/11, the creation of this “outside enemy” served to obfuscate the real economic and strategic objectives behind the American-led wars in the Middle East and Central Asia. Waged on the grounds of self-defense, the pre-emptive war is upheld as a “just war” with a humanitarian mandate.

From the outset of the Soviet-Afghan war in the early 1980s, the US intelligence apparatus has supported the formation of the “Islamic brigades”. Propaganda purports to erase the history of Al Qaeda, drown the truth and “kill the evidence” on how this “outside enemy” was fabricated and transformed into “Enemy Number One”.

The US intelligence apparatus has created it own terrorist organizations. And at the same time, it creates its own terrorist warnings concerning the terrorist organizations which it has itself created. Meanwhile, a cohesive multibillion dollar counterterrorism program “to go after” these terrorist organizations has been put in place.

Instead of “war” or “state terrorism”, we are told of “humanitarian intervention” directed against “terrorists”.

Instead of “offence”, we are told of “defense” or “protection”.

Instead of “mass murder” we are told of “collateral damage”.

A good versus evil dichotomy prevails. The perpetrators of war are presented as the victims. Public opinion is misled: “We must fight against evil in all its forms as a means to preserving the Western way of life.”

Breaking the “Big Lie” which presents war as a humanitarian undertaking, means breaking a criminal project of global destruction, in which the quest for profit is the overriding force. This profit-driven military agenda destroys human values and transforms people into unconscious zombies.

Spawning Militarism: “War is Normal”

In truth, as this new Interactive Reader from Global Research will demonstrate, we are living in an era hallmarked by “The Globalization of War” conducted by the very states that proclaim to be defenders of democratic rights and international law.

The chief protagonist of this globalized war is the United States of America. The US, along with its allies in the North Atlantic Treaty Organization (NATO), Britain, France, Canada and Germany among others, as well as an array of proxies – such as the Persian Gulf Arab states – is now emboldened to strike militarily in any region of the world.

It should be noted that on a tour of the Asia-Pacific region in November 2011, US President Barack Obama’s rhetoric was laden with bellicose statements towards China, citing the latter as a military threat to the hemisphere that the United States was ready to confront. Obama’s aggressive rhetoric towards Beijing should have been widely seen as unprecedented and unacceptable. But from a reading of the Western mainstream media, the warmongering by the US president was somehow made into normal, reasonable discourse.

This spawning militarism is rationalized with a variety of seemingly palatable pretexts: securing the world against “Islamic terrorism”, as in Afghanistan; securing the world against “weapons of mass destruction”, as in Saddam’s Iraq and currently Iran; defending human rights, as in Libya; humanitarian intervention, as in Somalia; and protecting small nations, as in confronting China on behalf of Southeast Asian states, or constructing a Ballistic Missile Defense system along the Eastern European borders of Russia. And again, the Western mainstream media plays a huge role in rationalizing the irrational, normalizing the abnormal, justifying the unjustifiable – akin to the Ministry of Truth in Orwell’s 1984.

We may accept these pretexts at face value and attempt to “normalize” a world of seemingly chaotic conflicts, as the Western mainstream media would have us. Or we can choose to see the world as it really is, that is, one where such wars and war-making are correctly understood as abominations of international law and human relations.

It is our objective in this Interactive Reader to help citizens free themselves from the indoctrinated doublethink of “wars as normal”. In a global survey, we will show that the US and its allies are fulfilling an agenda of “full spectrum dominance” in which no nation deemed to be obstructing that agenda for domination by the US and its allies is tolerated, and is in fact made a target for war.

The dynamic for globalized war has deep historical roots in the imperialism of capitalist governments. Rivalry for the raw materials of capitalist economies and geopolitical control were at the root of World Wars I and II – See the essays by Jacques Pauwels on the role of corporate America in supporting both Britain  and Nazi Germany. The same impetus lay behind countless invasions and proxy wars in Latin America, Asia and Africa by the US since World War II under the guise of “defending the free world from the Evil Soviet empire”.

But with the collapse of the Soviet Union as a countervailing power, the US and its allies have become uninhibited over the past two decades to “go it alone” to assert imperial dominance. This dynamic has only been reinforced by the economic exhaustion of the capitalist powers since the onset of the financial crisis of 2008. Indeed, the rise of militarism can be seen as a compensatory corollary of their economic demise – a demise that is structural and deeply protracted beyond anything that may be deemed as the usual “end of business cycle”. We are perhaps witnessing an historic collapse in the capitalist system far greater in scope than the Great Depression. And with that, disturbingly, the rise of militarism takes on a much greater significance.

Crucial to the global control of resources are the raw materials of energy: oil and gas. Whether it is wars in Iraq, Afghanistan or Libya, or confrontation with Iran, China, Russia and Venezuela, the fundamental point of contention is control over this lifeblood of the capitalist economy. All other espoused pretexts are mere window dressing, regardless of what the mainstream media would have us believe.

World War III Scenario

The launching of an outright war using nuclear warheads against Iran – which has the world’s third largest known reserves of oil behind Saudi Arabia and Iraq – has been on the drawing board of the Pentagon since 2005.

If such a war were to be launched, the entire Middle East/Central Asia region would be drawn into a conflagration. Humanity would be precipitated into a World War III scenario.

Incredibly, the very real danger of World War III is not front-page news. The mainstream media has excluded in-depth analysis and debate on the implications of these war plans. The onslaught of World War III, were it to be carried out, would be casually described as a “no-fly zone”, an operation under NATO’s “Responsibility to Protect” (R2P) with minimal “collateral damage” or as “surgical” punitive bombings against specific military targets, all of which purport to support “global security” as well as “democracy” and human rights in the targeted country.

Public opinion is largely unaware of the grave implications of these war plans, which contemplate the use of nuclear weapons, ironically in retaliation to Iran’s non-existent nuclear weapons program. Moreover, 21st Century military technology combines an array of sophisticated weapons systems whose destructive power would overshadow the nuclear holocausts of Hiroshima and Nagasaki. Lest we forget, the United States is the only country to have used nuclear weapons against civilians.

Militarization at the global level is instrumented through the US military’s Unified Command structure: the entire planet is divided up into geographic Combatant Commands under the control of the Pentagon. According to former NATO Commander General Wesley Clark, the Pentagon’s military road-map consists of a sequence of war theaters: “[The] five-year campaign plan [includes]… a total of seven countries, beginning with Iraq, then Syria, Lebanon, Libya, Iran, Somalia and Sudan.” Like a cancer, the US war unleashed in 2003 on Iraq is mutating into a global disease.

While  The New York Times and other mainstream media outlets hailed 15 December 2011 as marking the “official” end of the nearly nine-year US war in Iraq, in reality that devastated country will remain an American war theater for the foreseeable future. Pentagon military advisers and contractors will continue to reside there and the people of Iraq will for generations be left with a legacy of US-imposed conflict and barbarity. The Pentagon’s “shock and awe” campaign in Iraq may have subsided, but its repercussions and criminal precedents are still very much extant, not only in Iraq but in the wider region and, increasingly, globally.

The 2000 Project for the New American Century (PNAC), which was the backbone of the NeoCon’s agenda, was predicated on “waging a war without borders”. The PNAC’s declared objectives were to “fight and decisively win multiple, simultaneous major theater wars” in different regions of the world as well as perform the so-called military “constabulary” duties “associated with shaping the security environment in critical regions”. Global constabulary implies a worldwide process of military policing and interventionism, including covert operations and “regime change”.

This diabolical military project formulated by the NeoCons was adopted and implemented from the very outset of the Obama administration. With a new team of military and foreign policy advisers, Obama has been far more effective in fostering military escalation than his White House predecessor, George Bush Junior, who has recently been condemned by the Kuala Lumpur War Crimes Tribunal for “Crimes against the Peace”.

This continuum of military agenda testifies to the fact that the two governing parties in the US, Democrat and Republican, are but two sides of a centrally planned military-industrial complex that is impregnable to the opinions, desires and interests of the American electorate.

Military Escalation and Preview of this Book

Contrary to the myth of “the good war”, we show in this Interactive Reader that the US entry into World War II was a deliberate strategy for self-serving imperialist gains. While the men and women who fought that war may have had moral convictions, the planners in Washington were operating on calculations of geopolitical control that had little to do with morals or legal principles – see the essays by Jacques Pauwels. The dropping of atomic bombs on Japan by the US in August 1945, obliterating hundreds of thousands of civilians, was an act of heinous barbarity that reflected the callousness of America’s imperial design. The nuclear holocaust also set the nefarious parameters of the subsequent Cold War that gripped the world for nearly five decades following World War II. Essays by Brian Willson, Alfred McCoy and Michel Chossudovsky illustrate how the Pentagon’s genocidal wars in Asia were a continuation of America’s imperialist design – albeit under the cover of the Cold War against the Soviet Union.

The fall of the Soviet Union may have brought an end to the Cold War, but soon the US would find new pretexts for waging war on the world and asserting hegemony on behalf of its capitalist allies. These new pretexts included “upholding international law” as in the First Gulf War against Iraq that Bush Senior embarked on in 1990, presaging the Second Gulf War that Bush Junior would reprise in 2003. And the US planners innovated the “humanitarian” pretext for the invasion of Somalia in 1991 and NATO’s war on Yugoslavia – see the essay by Sean Gervasi among others. In many ways, the “humanitarian war” in Yugoslavia served as the prototype for NATO’s 2011 military attack on Libya and what appears to be an imminent onslaught against Syria – see essays by Rick Rozoff and Mahdi Darius Nazemroaya.

To the Pentagon’s silo of propaganda justifying “wars without borders” we have the additional pretexts of  the “global war on terrorism”  and “pre-emptive strikes against weapons of mass destruction”. Fittingly, as Washington’s wars multiply, so too it seems have the phony pretexts for these wars, as the essays on Iraq and Afghanistan by Felicity Arbuthnot and Jack Smith reveal.

Permanent Belligerence: The Globalization of War

In Part VII, which also serves as the title of this Online Interactive E-Reader, The Globalization of War, we show how American-led imperialism has evolved from bloody bouts of episodic militarism over several decades to the present day state of permanent belligerence, with wars or war-making stretching from North and East Africa into the Middle East and Central Asia and beyond to Eurasia (Russia), the Far East (China) and Arctic (Russia again) – See the essays by James Petras, Rick Rozoff,  Peter Dale Scott, F. William Engdahl, Finian Cunningham, the interview with Fidel Castro, Michel Chossudovsky and Jules Dufour.

Of most immediate concern are the ongoing American-led war plans within the broader Middle East/Central Asian region involving coordinated actions against Iran, Syria and Pakistan – see essays by Michel Chossudovsky, Tom Burghardt, Rick Rozoff and Mahdi Nazemroaya.

Were these war plans to be carried out, this would lead to an extended regional war theater. The three existing and distinct war theaters (Iraq, Afghanistan and Palestine) would merge into a broad regional war extending from the Lebanese-Syrian East Mediterranean coastline to the Afghanistan-Pakistan border with Western China. Israel, Lebanon and Turkey would be engulfed in a conflict that would herald World War III.

Building an Effective Antiwar Movement

Meanwhile, the antiwar movement is in crisis: civil society organizations are misinformed, manipulated or co-opted. A large segment of “progressive” opinion is supportive of NATO’s R2P “humanitarian” mandate to the extent that these war plans are being carried out with the “rubber stamp” of civil society.

There is an urgent need to rebuild the antiwar movement on entirely new premises.

The holding of mass demonstrations and antiwar protests is not enough. What is required is the development of a broad and well-organized grassroots antiwar network, across the land, nationally and internationally, which challenges the structures of power and authority. People must mobilize not only against the military agenda – the authority of the state and its officials must also be challenged.

Challenging and defeating the US/NATO global war agenda is profoundly predicated on the mass of people in Western countries asserting democratic governance and the genuine “rule of the people”. It will involve the mass of people breaking out of the two-party charade that hitherto passes for “democracy” – not only in the US but also in other Western states ­– to form new political organizations that truly represent the needs and interests of the majority of people. War-making, as with servile abeyance to corporate and financial elites, is endemic to the dominant political parties. It must be realized that voting for these same parties has become futile as a means to effect democratic change.

One practical way forward is for citizens to empower themselves legally. It should be understood that whatever its justification, war is a “Crime against the Peace” under Nuremberg. George Walker Bush and former British Prime Minister Anthony L. Blair have been condemned by the Kuala Lumpur War Crimes Tribunal for waging a criminal war of aggression against Iraq. They are war criminals and citizens’ initiatives that are growing across the world for the arraignment of Bush and Blair are one practical step towards mobilizing a popular challenge to the war system.

War crimes, however, are not limited to the former US president and British prime minister. There are “New War Criminals on the Block“. They include the current president of the United States, Barack Obama, among others. The acting heads of state and heads of government who support US-NATO-Israel wars of aggression are also war criminals under international law. This proposition, which consists in unseating the war criminals in high office, is central to the waging of an effective antiwar movement.
It is also our intention to show citizens that the root cause of war lies in the prevailing, but failing, global capitalist economic system – the very system that is not only destroying lives in foreign countries but which is destroying the material and moral foundations of Western society.

We hope that this Interactive Reader, The Globalisation of War, will empower citizens to mount an all-encompassing social movement against this diabolical military agenda and for the establishment of real democracy.

Disclosure and Deceit: Secrecy as the Manipulation of History, not its Concealment

The declassification of official secrets is often seen as either a challenge or a prerequisite for obtaining accurate data on the history of political and economic events. Yet at the same time high government intelligence officials have said that their policy is one of ‘plausible deniability’. Official US government policy for example is never to acknowledge or deny the presence of nuclear weapons anywhere its forces are deployed, especially its naval forces. The British have their ‘Official Secrets’ Act. When the Wikileaks site was launched in 2007 and attained notoriety for publication of infamous actions by US forces in Iraq and Afghanistan, this platform was heralded and condemned for its disclosures and exposures.

Julian Assange is quoted as saying that when he receives documents classified under the UK Official Secrets Act he responds in accordance with the letter of the law – since it is forbidden to withhold or destroy, his only option is to publish. The question remains for historians, investigators, and educated citizens: what is the real value of disclosures or declassification? Given the practice of plausible deniability, does disclosure or declassification constitute proof, and if so by what criteria? Both facts and non-facts can be concealed or disclosed.

Information is not self-defining Ultimately there remain two questions: does the secret document (now public) really constitute the ‘secret’? What is the ‘secret’ for which we use the document to actually refer? Is secrecy the difference between the known and unknown, or the known and untold?

Some benefit can be found by borrowing theological concepts. We can distinguish between a mystery revealed and a supernatural truth which, by its very nature, lies above the finite intelligence. But a secret is something unknowable either by accident or on account of accessibility. I believe that the popularised form of disclosure embodied in Wikileaks should force us to distinguish between those beliefs we have about the nature of official action and the conduct of people working within those institutions and the data produced. Wikileaks is clearly a platform for publishing data but much of the response to these documents is more based on mystery than on secrecy. That is to say that the disclosures are treated as revelation in the religious sense – and not as discovery in the sense of scientia – knowledge. Why is this so? Wikileaks is described as a continuation of the ethical and social responsibility of journalism as an instrument to educate and inform the public – based on the principle that an informed public is essential to a democracy and self-governance. By collecting, collating and disclosing documents ‘leaked’ to it, Wikileaks also attacks what Assange calls the invisible government, the people and institutions who rule by concealing their activities from the people – and brings to light their wrongdoing.

There are two traditions involved here that partially overlap. In the US the prime examples are the ‘muckraking journalism’ originating in the so-called Progressive Era, spanning from 1890s to 1920s, and more recently the publication of the Pentagon Papers through Daniel Ellsberg. While liberals treat both of these examples favourably, their histories, however, are far more ambivalent than sentimentally presented. To understand this ambivalence, itself a sort of plausible deniability, it is necessary to sketch the history of journalism in the US – the emergence of an unnamed but essential political actor – and some of the goals of US foreign policy since the end of the 19th century. This very brief sketch offers what I call the preponderance of facticity – as opposed to an unimpeachable explanation for the overt and covert actions of the US.

First of all it is necessary to acknowledge that in 1886 the US Supreme Court endowed the modern business corporation with all the properties of citizenship in the US – a ruling reiterated with more vehemence this year by another Supreme Court decision. As of 1886, business corporations in the US had more civil rights than freed slaves or women. By the end of the First World War, the business corporation had eclipsed the natural person as a political actor in the US. By 1924 US immigration law and the actions of the FBI had succeeded in damming the flow of European radicalism and suppressing domestic challenges to corporate supremacy. Thus by the time Franklin Roosevelt was elected, the US had been fully constituted as a corporatist state. US government policy was thereafter made mainly by and for business corporations and their representatives. Second, professional journalism emerged from the conflict between partisan media tied to social movements and those tied to business. The first journalism school was founded in 1908 at the University of Missouri with money from newspaper baron Joseph Pulitzer. As in all other emerging professions at that time, it was claimed that uniform training within an academic curriculum would produce writers who were neutral, objective, and dispassionate – that is to say somehow scientific in their writing.

A professional journalist would not allow his or her writing to be corrupted by bribery or political allegiances. These professional journalists would work for commercial enterprises but be trained to produce value-free texts for publication.. The US has always refused to call itself an empire or to acknowledge that its expansion from the very beginning was imperial. The dogma of manifest destiny sought to resolve this contradiction by stipulating that domestic conquest was not imperial. Control of the Western hemisphere has always been defined as national security, not of asserting US domination. Likewise, it is impossible to understand the actions of the US government in Asia since 1910 without acknowledging that the US is an empire and recognising its imperial interests in the Asia–Pacific region. It is also impossible to understand the period called the Cold War without knowing that the US invaded the Soviet Union in 1918 with 13,000 troops along with some 40,000 British troops and thousands of troops recruited by the ‘West’ to support the Tsarist armies and fascist Siberian Republic. It is essential to bear these over-arching contextual points in mind when considering the value of classified US documents and their disclosure, whether by Wikileaks or Bob Woodward. It is essential to bear these points in mind because the value or the ambivalence of ‘leaks’ or declassification depends entirely on whether the data is viewed as ‘revelation’ or as mere scientific data to be interpreted.

Revelation and heresy For the most part the disclosures by Wikileaks have been and continue to be treated as ‘revelation’ and the disclosure itself as heresy. This is particularly the case in the batches of State Department cables containing diplomatic jargon and liturgy. The ‘revelation’ comprises the emotional response to scripture generated by members of the US foreign service and the confirmation this scripture appears to give to opinions held about the US – whether justified or not. Just as reading books and even the bible was a capital offence for those without ecclesiastical license in the high Middle Ages, the response of the US government is comprehensible. It is bound to assert that Wikileaks is criminal activity and to compel punishment. Yet there is another reason why the US government reaction is so intense. As argued above, the primary political actor in the US polity is the business corporation. In Europe and North America at least it is understood: (1) that the ultimate values for state action are those which serve the interests of private property; and (2) that the business corporation is the representative form of private property.

This in turn means that information rights are in fact property rights manifest as patents, copyrights, and trade or industrial secrets. Since the state is the guardian of the corporation, it argues that the disclosure of government documents should only be allowed where the government itself has surrendered some of its privacy rights. This is quite different from the arguments for feudal diplomatic privilege, even though business corporations have superseded princely states. The argument for state secrecy now is that the democratic state constituted by business corporations is obliged to protect the rights and privileges of those citizens as embodied in their private property rights – rights deemed to be even more absolute than those historically attributed to natural persons, if for no other reason than that corporations enjoy limited liability and immortality, unlike natural persons. When the US government says it is necessary for other states to treat Assange as an outlaw and Wikileaks as a criminal activity, it is appealing on one hand to the global corporate citizenry and on the other, asserting its role – not unlike the Roman Catholic Church of the Middle Ages – as the sole arbiter of those rights and privileges subsumed by Democracy in the world. Many of those who lack a religious commitment to the American way of life have still recognised the appeal to privacy and ultimately to private property which are now deemed the highest values in the world – so that trade, the commerce in private property, takes precedence over every other human activity and supersedes even human rights, not to mention civil rights.

Ellsberg In 1971 Daniel Ellsberg leaked the Pentagon Papers to the New York Times, which began their publication. This leak was treated as a landmark, although it would take several years before the US withdrew its forces from Vietnam and many more before hostilities were formally ended. What then was the significance of the ‘leak’? The documents generally point to the failures of the military, omitting the role of the CIA almost entirely. Today it is still largely unknown that Ellsberg was working with the CIA in counter-insurgency programs in Vietnam. Did the Pentagon Papers thus serve the interests of plausible deniability – a disclosure of secrets designed not to reveal truth, but to conceal a larger truth by revealing smaller ones? On the other hand, the collection of essays, Dirty Work, edited by Philip Agee and Lou Wolf, showed how the identity of CIA officers could be deciphered from their official biographies, especially as published in the Foreign Service List and other government registers. This type of disclosure allows the competent researcher to recognise ‘real’ Foreign Service officers as opposed to CIA officers operating under diplomatic cover. Agee and his colleague Lou Wolf maintained that disclosure of CIA activities was not a matter of lifting secrets but of recognising the context in which disparate information has to be viewed to allow its interpretation.

To put it trivially: in order to find something you have to know the thing for which you are searching. In order to be meaningful, disclosures of intelligence information must explain that intelligence information seeks to deceive the US public. For example, the CIA and those in the multi-agency task forces under its control produced an enormous amount of reports and documentation to show what was being done to fulfil the official US policy objectives in Vietnam. One of these programs was called Rural Development. This CIA program was run ostensibly by the USAID and the State Department to support the economic and social development of the countryside. This policy was articulated in Washington to fit with the dominant ‘development’ paradigm – to package the US policy as aid and not military occupation. And yet, as Douglas Valentine shows in his book The Phoenix Program, Rural Development was a cover for counterinsurgency from the beginning. The Phoenix Program only became known in the US after 1971, and then only superficially. The information released to the US Congress and reported in the major media outlets lacked sufficient context to allow interpretation. There was so little context that the same people who worked in the Phoenix program in Vietnam as 20-year-olds have been able to continue careers operating the same kinds of programmes in other countries with almost no scrutiny.

Two people come to mind: John Negroponte, who is alleged to have provided support to death squads in Honduras during the US war against Nicaragua and later served as ambassador to occupied Iraq, began his foreign service career in Vietnam with one of the agencies instrumental in Phoenix. The other person died recently: Richard Holbrooke began his career with USAID in Vietnam, went on to advise the Indonesian dictatorship, went to manage the ‘diplomatic’ part of the US war in Yugoslavia and finally served as a kind of pro-consul for Central Asia with responsibility for the counterinsurgency in Afghanistan. As the secret weapon in US imperial policy, the counterinsurgency or rural development or ‘surge’ policies of the US government never include an examination of the professionals who managed them. It used to be said among some critics that one could follow General Vernon Walters’ travel itinerary and predict military coups. But that was not something ‘leaked’ and it did not appear in the mainstream media analysis.

The illusion of objective neutrality So if much of what we see ‘leaked’ is gossip in the service of plausible deniability, what separates the important gossip from the trivial? I suggest it is a return to consciously interested, humanistic values in historical research. We have to abandon the idea that the perfect form of knowledge is embodied in the privilege of corporate ownership of ideas, and domination of the state. We also have to abandon the illusion of objective neutrality inherited from Positivism and Progressivism, with its exclusionary professionalism. Until such time as human beings can be restored to the centre of social, political and economic history we have to recognise the full consequences of the enfranchisement of the business corporation and the subordination of the individual to role of a mere consumer. If we take the business corporation, an irresponsible and immortal entity, endowed with absolute property rights and absolved of any liability for its actions or those of its officers and agents, as the subject of history it has become, then we have to disclose more than diplomatic cables. We have to analyse its actions just as historians have tried to understand the behaviour of princes and dynasties in the past. This is too rarely done and when often only in a superficial way. I would like to provide an example, a sketch if you will, of one such historical analysis, taking the business corporation and not the natural person as the focus of action.

In 1945, George Orwell referred to the threat of nuclear war between the West and the Soviet Union as a ‘cold war’. He made no reference to the 1918 invasion of the Soviet Union by British troops. In 1947, US Secretary of State Bernard Baruch gave a speech in South Carolina saying ‘Let us not be deceived: we are today in the midst of a cold war’. The speech had been written by a rich newspaperman named Herbert Swope. In 1947, George Kennan published his containment essay, ‘The Sources of Soviet Conduct’, in Foreign Affairs under the name ‘X’. In it he describes a supposed innate expansionist tendency of the Soviet Union – also no mention of the US invasion or the devastation of WWII, which virtually destroyed the Soviet Union’s manpower and industrial base. In April 1950, NSC 68 is published – classified top secret until 1975 – outlining the necessity for the US to massively rearm to assert and maintain its role as the world’s superpower. At the end of summer 1950, war breaks out in Korea. President Truman declared an emergency and gets UN Security Council approval for a war that lasts three years, killing at least 3 million Koreans – most of whom die as a result of US Air Force saturation bombing of Korea north of the 38th parallel. Truman proclaims that US intervention will be used to prevent the expansion of the Soviet Union or as Ronald Reagan put it then – Russian aggression. After being utterly routed by the army of North Korea, the US bombs its way to the Yalu only to be thrown back to the 38th parallel by China. In 1954, the US organises the overthrow of the Arbenz regime in Guatemala and begins its aid and covert intervention in Vietnam beginning a war that only ends in 1976. Meanwhile Britain suppresses the Malaysian independence movement. Between 1960 and 1968, nationalist governments have been overthrown in Indonesia, Congo, Ghana, Brazil. Cuba is the great surprise amidst the literally hundreds of nationalist, anti-colonial movements and governments suppressed by the US.

William Blum has catalogued the enormous number of overt and covert interventions by the US in his book Killing Hope. The amazing thing about much of what Blum compiled is that it was not ‘secret’. It was simply not reported or misreported. Blum makes clear – what should be obvious – that the Soviet Union was not a party to a single war or coup from 1945 to 1989 and that the US government knew this. Much of this early action took place when John Foster Dulles was US Secretary of State and his brother was head of the CIA. The Dulles brothers were intimately connected to corporations they represented in their capacity as ‘white shoe’ lawyers in New York. In fact the founder of the OSS, the CIA’s predecessor, William Donovan, was also a corporate lawyer both before and after his service in the OSS. In other words the people who have commanded these foreign policy instruments have almost without exception been the direct representatives of major US business corporations. In each case the public pretext has been the threat of communism or Soviet expansion. Yet the only consistent quality all of these actions had was the suppression of governments that restricted the activities of US or UK corporations. Of course, communism has long been merely a term for any opposition to the unrestricted rights of business corporations.

One could say people like Donovan or Dulles were seconded to government office. However, the direct financial benefit that someone like Dulles obtained when he succeeded in deposing Arbenz in Guatemala came from his shareholding in United Fruit, the instigator and financial backer of the CIA co-ordinated coup. Perhaps the more accurate interpretation of this secret activity is that the business corporation, which previously employed law firms and Pinkertons, had shifted the burden of implementing corporate foreign policy to the taxpayer and the state. Now the interest of the US in Latin America has been well researched and documented. But the persistence of the Vietnam War and the silence about the Korean War have only been matched by the virtual absence of debate about the overthrow of Sukarno and the Philippine insurgency. The Philippines became a footnote in the controversy about US torture methods in Iraq and elsewhere as it was shown that the ‘water cure’ was applied rigorously by American troops when suppressing the Philippine independence movement at the beginning of the 20th century.

Lack of context not knowledge The study of each of these Asian countries – and one can add the so-called Golden Triangle; and I would argue Afghanistan now – has been clouded not by lack of evidence or documentation but by lack of context. If the supposed threat posed by communism, especially Soviet communism is taken at face value – as also reiterated in innumerable official documents both originally public and originally confidential – then the US actions in Asia seem like mere religious fanaticism. The government officials and military and those who work with them are so indoctrinated that they will do anything to oppose communism in whatever form. Thus even respected scholars of these wars will focus on the delusions or information deficits or ideological blinders of the actors. This leads to a confused and incoherent perception of US relations in Asia and the Pacific. The virtual absence of any coherent criticism of the Afghanistan War, let alone the so-called War on Terror, is symptomatic not of inadequate information, leaked or otherwise. It is a result of failure to establish the context necessary for evaluating the data available. It should not surprise anyone that ‘counter-terror’ practices by US Forces are ‘discovered’ in Afghanistan or Iraq, if the professional careers of the theatre and field commanders (in and out of uniform) are seriously examined.

Virtually all those responsible for fighting the war in Central Asia come from Special Operations/CIA backgrounds. That is what they have been trained to do. If we shift our attention for a moment to the economic basis of this region, it has been said that the war against drugs is also being fought there. However, this is counterfactual. Since the 1840s the region from Afghanistan to Indochina has been part of what was originally the British opium industry. China tried to suppress the opium trade twice leading to war with Britain – wars China lost. The bulk of the Hong Kong banking sector developed out of the British opium trade protected by the British army and Royal Navy. Throughout World War II and especially the Vietnam War the opium trade expanded to become an important economic sector in Southern Asia – under the protection of the secret services of the US, primarily the CIA. Respected scholars have documented this history to the present day. However it does not appear to play any role in interpreting the policies of the US government whether publicly or confidentially documented. Is it because, as a senior UN official reported last year, major parts of the global financial sector – headquartered in New York and London – were saved by billions in drug money in 2008? Does the fact that Japan exploited both Korea and Vietnam to provide cheap food for its industrial labour force have any bearing on the US decision to invade those countries when its official Asia policy was to rebuild Japan as an Asian platform for US corporations – before China became re-accessible (deemed lost to the Communists in 1948)? Did the importance of Korean tungsten for the US steel industry contribute to the willingness of people like Preston Goodfellow, a CIA officer in Korea, to introduce a right-wing Korean to rule as a dictator of the US occupied zone? Is there continuity between Admiral Dewey’s refusal to recognise the Philippine Republic after Spain’s defeat – because the 1898 treaty with Spain ceded the archipelago to the US – and the refusal of General Hodge to recognise the Korean People’s Republic in Seoul when he led the occupation of Korea in 1945? As John Pilger suggests, were the million people massacred by Suharto with US and UK support a small price to pay for controlling the richest archipelago in the Pacific? Was the Pol Pot regime not itself a creation of the US war against Vietnam – by other means?

Is it an accident that while the US was firmly anchored in Subic Bay, armed and funded Jakarta, occupied Japan and half of Korea, that the US was prepared to bomb the Vietnamese nationalists ‘into the Stone Age’? It only makes sense if the US is understood as an empire and its corporate interests are taken seriously when researching the history of the US attempts to create and hold an Asian empire. The resistance to this perception can be explained and it is not because of an impenetrable veil of secrecy. It is not because of the accidentally or inaccessibly unknown. Rather it is because US policy and practice in the world remains a ‘mystery’, a supernatural truth, one that of its very nature lies above the finite intelligence. The quasi-divine status of the universal democracy for which the USA is supposed to stand is an obstacle of faith.

Engineering consent In the twentieth century two conflicting tendencies can be identified. The first was the emergence of mass democratic movements. The second was the emergence of the international business corporation. When the Great War ended in 1918, the struggle between these two forces crystallised in the mass audience or consumer on one hand and the mass production and communication on the other. As Edward Bernays put it: ‘This is an age of mass production. In the mass production of materials a broad technique has been developed and applied to their distribution. In this age too there must be a technique for the mass distribution of ideas.’ In his book, Propaganda, he wrote ‘The conscious and intelligent manipulation of organised habits and opinions of the masses…’ was necessary in a democracy, calling that ‘invisible government’.

Like his contemporary Walter Lippmann, a journalist, he believed that democracy was a technique for ‘engineering the consent’ of the masses to those policies and practices adopted by the country’s elite – the rulers of its great business corporations. By the 1980s the state throughout the West – and after 1989 in the former Soviet bloc – was being defined only by ‘business criteria’, e.g. efficiency, profitability, cost minimization, shareholder value, consumer satisfaction, etc. Political and social criteria such as participatory rights or income equity or equality, provision of basic needs such as education, work, housing, nutrition, healthcare on a universal basis had been transformed from citizenship to consumerism. The individual lost status in return for means tested access to the ‘market’. In order for the state to function like a business it had to adopt both the organisational and ethical forms of the business corporation – a non-democratic system, usually dictatorial, at best operating as an expert system. As an extension of the property-holding entities upon which it was to be remodelled, the state converted its power into secretive, jealous, and rigid hierarchies driven by the highest ethical value of the corporation – profit.

Journalists and ‘corporate stenographers’ While historical research should not be merely deductive, it is dependent on documents. The veracity of those documents depends among other things on authenticity, judgements as to the status, knowledge or competence of the author, the preponderance of reported data corresponding to data reported elsewhere or in other media. A public document is tested against a private or confidential document – hence the great interest in memoirs, diaries and private correspondence. There is an assumption that the private document is more sincere or even reliable than public documents. This is merely axiomatic since there is no way to determine from a document itself whether its author lied, distorted or concealed in his private correspondence, too. Discrepancies can be explained in part by accepting that every author is a limited informant or interpreter. The assumptions about the integrity of the author shape the historical evaluation. In contemporary history – especially since the emergence of industrial-scale communications – the journalist has become the model and nexus of data collection, author, analyst, and investigator. Here the journalist is most like a scholar. The journalist is also a vicarious observer.

The journalist is supposed to share precisely those attributes of the people to whom or about whom he reports. This has given us the plethora of reality TV, talk shows, embedded reporters, and the revolving door between media journalists and corporate/state press officers. In the latter the journalist straddles the chasm between salesman and consumer. This is the role that the Creel Committee and the public relations industry learned to exploit. The journalist George Creel called his memoir of the Committee on Public Information he chaired – formed by Woodrow Wilson to sell US entry into World War I – How We Advertised America. The campaign was successful in gaining mass support for a policy designed to assure that Britain and France would be able to repay the billions borrowed from J. P. Morgan & Co. to finance their war against Germany and seize the Mesopotamian oilfields from the Ottoman Empire. Industrial communications techniques were applied to sell the political product of the dominant financial and industrial corporations of the day. The professional journalist, freed from any social movement or popular ideology, had already become a mercenary for corporate mass media.

The profession eased access to secure employment and to the rich and powerful. The journalists’ job was to produce ideas for mass distribution – either for the state or for the business corporation. Supporting private enterprise was at the very least a recognition that one’s job depended on the media owner. Editorial independence meant writers and editors could write whatever they pleased as long as it sold and did not challenge the economic or political foundation of the media enterprise itself. In sum the notion of the independent, truth-finding, investigative journalist is naïve at best. We must be careful to distinguish between journalists and what John Pilger has called ‘corporate stenographers’. This does not mean that no journalists supply us with useful information or provide us access to meaningful data. It means that journalism, as institution, as praxis, is flawed – because it too is subordinated to the business corporation and its immoral imperatives. Wikileaks takes as its frame of reference the journalism as it emerged in the Positivist – Progressive Era – a profession ripe with contradictions, as I have attempted to illustrate.

Were Wikileaks to fulfil that Positivist–Progressive model, it would still risk overwhelming us with the apparently objective and unbiased data – facts deemed to stand for themselves. Without a historical framework – and I believe such a framework must also be humanist – the mass of data produced or collated by such a platform as Wikileaks may sate but not nourish us. We have to be responsible for our interpretation. We can only be responsible however when we are aware of the foundations and framework for the data we analyse. The deliberate choice of framework forces us to be conscious of our own values and commitments. This stands in contrast to a hypothetically neutral, objective, or non-partisan foundation that risks decaying into opportunism – and a flood of deceit from which no mountain of disclosure can save us.

NatGeo Psy-op? Employ Nuclear War to Reverse Warming

Note: This magazine article echoes a government scenario where a small nuclear war among small countries could help reduce the effects of Global Warming. The article you can read below, also warns that such a small war would cause the planet Earth to miss summers for several years, cause the appearance and spread of disease, but that perhaps it is a good idea to make it happen.  There are even government agencies creating computer models to see the possible results.  Is the government injecting its propaganda through National Geographic to accustom people to the idea that a nuclear war is a good thing to happen?

Even a regional nuclear war could spark “unprecedented” global cooling and reduce rainfall for years, according to U.S. government computer models.

Widespread famine and disease would likely follow, experts speculate.

During the Cold War a nuclear exchange between superpowers—such as the one feared for years between the United States and the former Soviet Union—was predicted to cause a “nuclear winter.”

In that scenario hundreds of nuclear explosions spark huge fires, whose smoke, dust, and ash blot out the sun for weeks amid a backdrop of dangerous radiation levels. Much of humanity eventually dies of starvation and disease.

Today, with the United States the only standing superpower, nuclear winter is little more than a nightmare. But nuclear war remains a very real threat—for instance, between developing-world nuclear powers, such as India and Pakistan.

To see what climate effects such a regional nuclear conflict might have, scientists from NASA and other institutions modeled a war involving a hundred Hiroshima-level bombs, each packing the equivalent of 15,000 tons of TNT—just 0.03 percent of the world’s current nuclear arsenal. (See a National Geographic magazine feature on weapons of mass destruction.)

The researchers predicted the resulting fires would kick up roughly five million metric tons of black carbon into the upper part of the troposphere, the lowest layer of the Earth’s atmosphere.

In NASA climate models, this carbon then absorbed solar heat and, like a hot-air balloon, quickly lofted even higher, where the soot would take much longer to clear from the sky.

Reversing Global Warming?

The global cooling caused by these high carbon clouds wouldn’t be as catastrophic as a superpower-versus-superpower nuclear winter, but “the effects would still be regarded as leading to unprecedented climate change,” research physical scientist Luke Oman said during a press briefing Friday at a meeting of the American Association for the Advancement of Science in Washington, D.C.

Earth is currently in a long-term warming trend. After a regional nuclear war, though, average global temperatures would drop by 2.25 degrees F (1.25 degrees C) for two to three years afterward, the models suggest.

At the extreme, the tropics, Europe, Asia, and Alaska would cool by 5.4 to 7.2 degrees F (3 to 4 degrees C), according to the models. Parts of the Arctic and Antarctic would actually warm a bit, due to shifted wind and ocean-circulation patterns, the researchers said.

After ten years, average global temperatures would still be 0.9 degree F (0.5 degree C) lower than before the nuclear war, the models predict.

Years Without Summer

For a time Earth would likely be a colder, hungrier planet.

“Our results suggest that agriculture could be severely impacted, especially in areas that are susceptible to late-spring and early-fall frosts,” said Oman, of NASA’s Goddard Space Flight Center in Greenbelt, Maryland.

“Examples similar to the crop failures and famines experienced following the Mount Tambora eruption in 1815 could be widespread and last several years,” he added. That Indonesian volcano ushered in “the year without summer,” a time of famines and unrest. (See pictures of the Mount Tambora eruption.)

All these changes would also alter circulation patterns in the tropical atmosphere, reducing precipitation by 10 percent globally for one to four years, the scientists said. Even after seven years, global average precipitation would be 5 percent lower than it was before the conflict, according to the model.

In addition, researcher Michael Mills, of the National Center for Atmospheric Research in Colorado, found large decreases in the protective ozone layer, leading to much more ultraviolet radiation reaching Earth’s surface and harming the environment and people.

“The main message from our work,” NASA’s Oman said, “would be that even a regional nuclear conflict would have global consequences.”

START Treaty: One Army under United Nations Power

All firepower will be under the United Nations and all countries will disband their national armies.

With little notice from the average joe on the street, the plan for complete and total disarmament in a supposedly peaceful world continues its way toward completion. Known as the START Treaty, the agenda to turn over total military control to the United Nations is being carried out by the Obama administration, in cooperation of the Russian government and the United Nations body.

The Senate is expected as early as Wednesday to discuss the ratification of the treaty with the Russian government, as soon as the Tax package is taken care of stated Harry Reid on Tuesday.

And in order to keep the guise of fighting for the American people, the right side of the “two headed- one party” system has their republicans who have stepped up to “oppose” the Treaty. When asked, however, if the 67 votes needed to ratify the treaty were there, Senate Majority Leader Harry Reid was confident that the 67 votes were assured.

“To have transparency, to understand the rules by which to put structure to that activity, we need START and we need it badly,” said General James Cartwright, vice chairman of the Joint Chiefs of Staff at a White House briefing.

White House Press Secretary (for the Obama Ministry of Truth) Robert Gibbs said Friday that the chamber would remain in session this year for as long as necessary to ratify the START agreement.

Of course through the years, the United States and Russia has played out the “cold war” operation scaring the hell out of the masses with the threat of Nuclear Annihilation, and with the intent of convincing the nations to sign treaties reducing nuclear stockpiles to almost nothing while at the same time giving more authority to the rogue criminal organization called the United Nations.

According to a little discussed document known as “Department of State Publication 7277, published in 1961 during the Kennedy administration, and titled “Freedom from War : The United States Program for General and Complete Disarmament in a Peaceful World”, the real agenda is to bring all national military forces under the control of the United Nations.

The name of this force, according to the document, would be called The United Nations Peace Force, and would be comprised of internal police/military forces of each of the countries of the world.

Under the section DISARMAMENT GOAL AND OBJECTIVES the document states:

The over-all goal of the United States is a free, secure, and peaceful world of independent states adhering to common standards of justice and international conduct and subjecting the use of force to the rule of law; a world which has achieved general and complete disarmament under effective international control; and a world in which adjustment to change takes place in accordance with the principles of the United Nations.

In order to make possible the achievement of that goal, the program sets forth the following specific objectives toward which nations should direct their efforts:

The disbanding of all national armed forces and the prohibition of their reestablishment in any form whatsoever other than those required to preserve internal order and for contributions to a United Nations Peace Force;

The elimination from national arsenals of all armaments, including all weapons of mass destruction and the means for their delivery, other than those required for a United Nations Peace Force and for maintaining internal order;

The institution of effective means for the enforcement of international agreements, for the settlement of disputes, and for the maintenance of peace in accordance with the principles of the United Nations;

The establishment and effective operation of an International Disarmament Organization within the framework of the United Nations to ensure compliance at all times with all disarmament obligations. (emphasis mine)

Whenever the START Treaty is mentioned in the news, however, the emphasis has been to refer to the first START Treaty beginning under Republican President Ronald Reagan in Geneva on 29 June 1982, as if to remind us of the fact that it was the Right that started the process of this grand and noble undertaking of ridding the world of war. (This helps Obama in his speeches to gain support from the current warmongering Neocon element of the left-right paradigm).

If we go back in time however, we can see the beginnings of this treaty actually starting under Democratic President Kennedy. In a speech Kennedy gave in front of the United Nations delegates, he stressed the importance of the United Nations’ role saying:

“For in the development of this organization rests the only true alternative to war….”

All Armies of the World will form the United Nations International Army.

The “only true alternative” he was referring to is for the complete disarmament of all nation-states with the exception of a military force controlled by the U.N., comprised of internal “police” forces from all countries.

Also in publication 7277, it further states under the section titled GOVERNING PRINCIPLES:

As states relinquish their arms, the United Nations must be progressively strengthened in order to improve its capacity to assure international security…….

Disarmament must proceed as rapidly as possible, until it is completed………..(emphasis mine)

Since 1967, the total amount of Nuclear weapons between the U.S. and Russia combined has went from

60,000 nuclear weapons down to the U.S. having only 1,900, and Russia having 2,000. That breaks down to about a reduction of 1,322 nuclear weapons per year over the last 43 years. I would consider that a rapid process in the scheme of things.

The document describes a total of three stages to be carried out while at the same time strengthening international institutions. This is also being accomplished in such institutions as the United Nations, NATO, the International Monetary Fund, World Trade Organization, Bank of International Settlements, and through many Non Governmental Organizations.

In STAGE I, some of the objectives are:

• The reduction of strategic delivery vehicles

• The reduction of arms and armed forces

• The strengthening of U.N. Peace-keeping powers

In stage I, the document proposes reducing the United States and Russian Armed forces to 2.1 million per each country. The amount of weapons of all descriptions would correspondingly be reduced as well. Currently the U.S. has about 2.5 million troops, while Russia has about 21.5 million troops.

STAGE II describes the establishment of a permanent international peace force within the United Nations, as well as

the dismantling or conversion of certain military bases and facilities wherever located……(emphasis mine)

I believe this can be considered another step that has been accomplished here in the U.S. under the REX 84 program and HR 645 with the conversion of certain U.S. military bases into civilian inmate labor camps.

Given the fact that there are around 20 countries in the world that currently have little to no military forces, that leaves about 175 country that do have forces. If you add together the current combined numbers of all 175 countries’ military forces (with Russia, US, China, India, Vietnam, North and South Korea, and Iran at a top out of 2.1 million) then we come to a total force of  47,354,590[1] troops. These troops from all 175 countries would be under the control of the United Nations.

In STAGE III :

States would retain only those forces, non-nuclear armaments, and establishments required for the purpose of maintaining internal order; they would also support and provide agreed manpower for a U.N. Peace Force.

The U.N. Peace Force, equipped with agreed types and quantities of armaments, would be fully functioning.

The manufacture of armaments would be prohibited except for those of agreed types and quantities to be used by the U.N. Peace Force and those required to maintain internal order. All other armaments would be destroyed or converted to peaceful purposes.(emphasis mine)

At the completion of this stage, the U.N. will in effect be the henchman and enforcer for the New World Global Regime, posing as “Peace Keepers”. Here in the U.S. we have the completed part of this stage that mentions forces that would keep “internal order” in their respective countries. If you consider the fact that there are approximately 6.5 billion inhabitants on the earth, this would then mean that only about 7% of the world’s population would be armed. Or to put it another way, about 93% of the world’s population would be UNARMED! This would then be the ideal position for the population reduction measures that have been talked about by the likes of Ted Turner, David Rockefeller, Bill Gates, and every other globalist criminal!

The current START Treaty being pushed by Barry Seotoro and the Politburo Senate -House- Congress Regime is one that definitely needs to be the STOPPED Treaty!!!

Finding the ‘Cure’ for the ‘Cyber Epidemic’

As the “War on Terror” morphs into a multiyear, multitrillion dollar blood-soaked adventure to secure advantage over imperialism’s geopolitical rivals (and steal other people’s resources in the process), hitting the corporate “sweet spot,” now as during the golden days of the Cold War, is as American as a preemptive war and the “pack of lies” that launch them.

Always inventive when it comes to ginning-up a profitable panic, U.S. defense and security grifters have rolled-out a product line guaranteed to scare the bejesus out of everyone: a “cyber epidemic”!

This one has it all: hordes of crazed “communist” Chinese hackers poised to bring down the power grid; swarthy armies of al-Qaeda fanatics who “hate us for our freedom;” “trusted insiders” who do us harm by leaking “sensitive information,” i.e. bringing evidence of war crimes and corporate malfeasance to light by spilling the beans to secrecy-shredding web sites like WikiLeaks, Public Intelligence and Cryptome.

And to combat this latest threat to public order, the Pentagon’s geek squad, the Defense Advanced Research Projects Agency (DARPA) have launched several new initiatives.

Armed with catchy acronyms like SMITE, for “Suspected Malicious Insider Threat Elimination,” and a related program, CINDER, for “Cyber Insider Threat,” the agency’s masters hope to “greatly increase the accuracy, rate and speed with which insider threats are detected and impede the ability of adversaries to operate undetected within government and military interest networks.”

Just another day in our collapsing American Empire!

During an Executive Leadership Conference last week in Williamsburg, Virginia, deep in the heart of the Military-Industrial-Security corridor, Bob Dix, vice president for U.S. government and critical infrastructure protection for Juniper Networks cautioned that the United States is facing a “cyber epidemic.”

According to Government Computer News, Dix told the contract-hungry hordes gathered at the American Council for Technology/Industry Advisory Council’s (ACT-IAC) conclave that “overall cyber defense isn’t strong enough.”

All the more reason then for the secret state to weaken encryption standards that might help protect individual users and critical infrastructure from malicious hacks and network intrusions, as the Obama administration will soon propose.

As I reported earlier this month, along with watering-down those standards, the administration is seeking authority from Congress that would force telecommunication companies to redesign their networks to more easily facilitate internet spying.

Add to the mix the recent “Memorandum of Agreement” between the National Security Agency and the Department of Homeland Security that will usher in a “synchronization of current operational cybersecurity efforts,” and it’s a sure bet as I averred, that the Pentagon has come out on top in the intramural tussle within the security apparat.

During the ACT-IAC conference, greedily or lovingly sponsored (you make the call!) by “Platinum” angels AT&T, CACI, HP, Harris Corp. and Lockheed Martin, Sherri Ramsay, the director of NSA’s Threat Operations Center, told the crowd: “Right now, we’re a soft target, we’re very easy.”

Dix chimed in: “Nothing we’re talking about today is new. What’s new is the threat is more severe.”

Music to the ears of all concerned I’m sure, considering the “cumulative market valued at $55 billion” over the next five years and the 6.2% annual growth rate in the “U.S. Federal Cybersecurity Market” that Market Research Media told us about.

Never mind that the number of “incidents of malicious cyber activity” targeting the Defense Department has actually decreased in 2010, as security journalist Noah Shachtman reported in Wired.

If we were inclined to believe Pentagon claims or those of “former intelligence officials” (we’re not) that the United States faces an “unprecedented threat” from imperial rivals, hackers and terrorists, then perhaps (just for the sake of argument, mind you) their overwrought assertions and fulsome pronouncements might have some merit.

After all, didn’t NSA and U.S. Cyber Command director, General Keith Alexander tell the U.S. Senate during confirmation hearings in April that he was “alarmed by the increase, especially this year” in the number of breaches of military networks?

And didn’t former Director of National Intelligence Mike McConnell, currently a top executive with the spooky Booz Allen Hamilton firm, whose cyber portfolio is well-watered with taxpayer dollars, pen an alarmist screed in The Washington Post claiming that “the United States is fighting a cyber-war today, and we are losing”?

Not to be outdone in the panic department, Deputy Defense Secretary William J. Lynn warned in a recent piece in the Council On Foreign Relations flagship publication, Foreign Affairs, that “the frequency and sophistication of intrusions into U.S. military networks have increased exponentially,” and that “a rogue program operating silently, [is] poised to deliver operational plans into the hands of an unknown adversary.”

Oh my!

However, as Shachtman points out, “according to statistics compiled by the U.S.-China Economic and Security Review Commission … the commission notes in a draft report on China and the internet, ’2010 could be the first year in a decade in which the quantity of logged events declines’.”

Better hush that up quick or else those government contractors “specializing in the most attractive niche segments of the market” as Washington Technology averred earlier this month, might see the all-important price per share drop, a real national crisis!

Panic sells however, and once the terms of the debate have been set by interested parties out to feather their nests well, it’s off to the races!

After all as Defense Systems reported, “as cyberspace gains momentum the military must adjust its approach in order to take on an increasingly high-tech adversary.”

Indeed, Major General Ed Bolton, the Air Force point man heading up cyber and space operations thundered during a recent meet-and-greet organized by the Armed Forces Communications Electronics Association at the Sheraton Premier in McClean, Virginia that “we are a nation at war, and cyberspace is a warfighting domain.”

Along these lines the Air Force and CYBERCOM are working out “the policy, doctrine and strategies” that will enable our high-tech warriors to integrate cyber “in combat, operation plans and exercises,” Bolton explained.

And according to Brigadier General Ian Dickinson, Space Command’s CIO, industry will “help the military take on an evolving war strategy–and [close] a gap between traditional and cyber-era defense,” Defense Systems informed us.

“That’s something we worry about,” Space Command’s Col. Kim Crider told AFCEA, perhaps over squab and a lobster tail or two, “integrating our non-kinetic capabilities with space operations.”

“We think it’s a good opportunity to partner with industry to develop and integrate these capabilities,” Crider said, contemplating perhaps his employment opportunities after retiring from national service.

And why not, considering that AFCEA’s board of directors are chock-a-block with executives from cyberfightin’ firms like Booz Allen, SAIC, Raytheon, Northrop Grumman, Boeing and General Dynamics.

Perhaps too, the generals and full bird colonels on the Sheraton dais need reminding that “integrating our non-kinetic capabilities with space operations,” has already been a matter of considerable import to U.S. Strategic Command’s Gen. Kevin Chilton.

In 2009, the STRATCOM commander informed us that “the White House retains the option to respond with physical force–potentially even using nuclear weapons–if a foreign entity conducts a disabling cyber attack against U.S. computer networks.”

That would certainly up the ante a notch or two!

Chilton said, “I think you don’t take any response options off the table from an attack on the United States of America,” Global Security Newswire reported. “Why would we constrain ourselves on how we respond?”

Judging by the way the U.S. imperial war machine conducts itself in Iraq and Afghanistan, there’s no reason that the general’s bellicose rhetoric shouldn’t be taken seriously.

“I think that’s been our policy on any attack on the United States of America,” Chilton said. “And I don’t see any reason to treat cyber any differently. I mean, why would we tie the president’s hands? I can’t. It’s up to the president to decide.”

Even short of nuclear war a full-on cyber attack on an adversary’s infrastructure could have unintended consequences that would boomerang on anyone foolish enough to unleash military-grade computer worms and viruses.

All the more reason then to classify everything and move towards transforming the internet and electronic communications in general into a “warfighting domain” lorded-over by the Pentagon and America’s alphabet-soup intelligence agencies.

As The Washington Post reported on September 29, the secret state announced that “it had spent $80.1 billion on intelligence activities over the past 12 months.”

According to the Post, the “National Intelligence Program, run by the CIA and other agencies that report to the Director of National Intelligence, cost $53.1 billion in fiscal 2010, which ended Sept. 30, while the Military Intelligence Program cost an additional $27 billion.”

By comparison, the total spent by America’s shadow warriors exceeds Russia’s entire military budget.

Despite releasing the budget figures, the Office of Director and National Intelligence and Defense Department officials refused to disclose any program details.

What percentage goes towards National Security Agency “black” programs, including those illegally targeting the communications of the American people are, like torture and assassination operations, closely guarded state secrets.

And with calls for more cash to “inoculate” the American body politic against a looming “cyber epidemic,” the right to privacy, civil liberties and dissent, are soon destined to be little more than quaint relics of our former republic.

As security expert Bruce Schneier points out “we surely need to improve cybersecurity.” However, “words have meaning, and metaphors matter.”

“If we frame the debate in terms of war” Schneier writes, “we reinforce the notion that we’re helpless–what person or organization can defend itself in a war?–and others need to protect us. We invite the military to take over security, and to ignore the limits on power that often get jettisoned during wartime.”

As well, using catchy disease metaphors like “epidemic” to describe challenges posed by high-tech espionage and cyber crime evoke disturbing parallels to totalitarian states of the past.

Such formulas are all the more dangerous when the “antibodies” proposed by powerful military and corporate centers of power will be deployed with little in the way of democratic oversight and control and are concealed from the public behind veils of “national security” and “proprietary business information.”
