Libya and the Imperial Re-Division of Africa

Plans to attack Libya have been longstanding. The imperial war machine of the United States, Britain, France, Italy, and their NATO allies is involved in a new military adventure that parallels the events that led to the wars against Yugoslavia and Iraq. The war machine has been mobilized under the cover of “humanitarian intervention.”

In fact what the Pentagon and NATO have done is breach international law by intervening on the side of one of the combating parties in Libya in a civil war that they themselves have encouraged and fuelled. They have not protected civilians, but have launched a war against the Libyan regime in Tripoli and actively assisted the Benghazi-based Transitional Council in fighting the Libyan military.

Before the rapprochement with Colonel Qaddafi, for years the U.S., Britain, France, and their allies worked to destabilize Libya. Confirmed by U.S. government sources, Washington attempted regime change in Tripoli several times.[1] According to General Wesley Clark, former NATO commander, the Pentagon had active plans for launching a war against Libya.
The U.S. and its NATO allies are now embroiled in a new war that has the patented characteristics of the wars and invasions of Iraq and the former Yugoslavia.

A large naval armada off the shores of Libya has been bombing Libya for weeks with the declared objective of ousting the Libyan regime. At the same time, Libyan internal divisions are being fuelled.

Misinformation is systematically being spewed. Like Saddam Hussein before him, the U.S. and the E.U. have armed and helped Colonel Qaddafi. It is, therefore, important to hold the U.S. and the E.U. accountable for these weapon sales and the training of Libyan forces.

Also, like in Iraq, another Arab dictator was befriended by the U.S., only to be subsequently betrayed.

Prior to Iraq’s rapprochement with the U.S., at the outset of the Iraq-Iran War, Saddam Hussein was a Soviet ally and considered an enemy by Washington.

Today's friends are tomorrow's foes

The case of Colonel Qaddafi is in many regards similar. Ironically, Qaddafi had warned Arab leaders in 2008 at a meeting in Damascus under the auspices of the Arab League about regime change. He pointed to the U.S. government’s “bad habit” of betraying its Arab dictator friends:

Why won’t the [U.N.] Security Council investigate the hanging of Saddam Hussein? How could the leader of an Arab League state be hanged? I am not talking about Saddam Hussein’s policies or our [meaning the other Arab leaders] animosity towards him. We all had our disagreements with him. We all disagree with one another. Nothing unites us except this hall. Why is there not an investigation about Saddam Hussein’s execution?

An entire Arab government is killed and hung on the gallows – Why?! In the future it is going to be your turns too! [The rest of the Arab officials gathered start laughing] Indeed!

America fought alongside Saddam Hussein against Khomeini [in the Iraq-Iran War]. He was their friend. Cheney was a friend of Saddam Hussein. Rumsfeld, the [U.S.] defence secretary during the bombing of Iraq [in 2003], was a close friend of Saddam Hussein.

At the end they sold him out. They hung him. Even you [the Arab leaders] who are the friends of America – no I will say we – we, the friends of America, America may approve of our hanging one day. [2]

At the end of the 1991 Gulf War, the U.S. deliberately encouraged open revolt against Saddam Hussein’s regime, but stood back and watched as Saddam Hussein put down the Iraqi revolts by force.

In 2011, they have done the same thing against Qaddafi and his regime in Libya. Not only was the revolt in Libya instigated by Washington and its allies, the rebels have been supplied with weapons and military advisers.

When the U.S. and its allies triggered the anti-Saddam revolts in Baghdad in the wake of the Gulf War, “no-fly zones” over Iraq were established by the U.S., Britain, and France under the pretext of protecting “the Iraqi people from Saddam.” For years Iraq was systematically attacked. The Iraqi Republic was bombed and its capabilities to defend itself were eroded.
Today, the U.S. and its allies have imposed a no-fly zone over Libya with the pretext of protecting “the Libyan people from Qaddafi.” If they wanted to protect the Libyan people from Qaddafi, why did they arm Qaddafi in the first place? Why did they enter into business transactions in the wake of the 2006 and 2008 anti-government riots in Libya? There is much more to this narrative, which is part of a broader march to war.

A New Imperial Re-Division of Africa: The London Conference

The London Conference on Libya reveals the true colours of the coalition formed against Libya. In a clear breach of international law, the U.S., Britain, France, Germany, and their allies are making decisions about the future of Libya ahead of any changes on the ground. [4] Democracy is a bottom-up process and Libyan governance is an internal matter to be decided upon by the Libyans themselves. These decisions can not be made by foreign powers that have been the staunch supporters of some of the worst dictatorships.

Current chiefs of state such as Sarkozy and Berlusconi befriended the man they call today a dictator.

The nations gathered at the conference table in London have no right whatsoever to decide on whether Qaddafi must stay or go. This is a sovereignty right that only Libyans alone have. Their involvement in the civil war is a breach of international law, as is their siding with one of the camps in the civil war.

The London Conference on Libya can be likened to the Berlin Conference of 1884. Unlike 1884, this conference is aimed at dividing the spoils of war in Libya, instead of the direct carving up of an entire continent. Also, Washington, instead of staying away like in 1884, is the leading power in this new conference involving the affairs of the African continent.
The position of the U.S. and its Western European allies is very clear:

U.S. Secretary of State Hillary Rodham Clinton and British Foreign Secretary William Hague led the crisis talks in London between 40 countries and institutions, all seeking an endgame aimed at halting Gadhafi’s bloody onslaught against Libya’s people.

Although the NATO-led airstrikes on Gadhafi’s forces that began March 19 aren’t aimed at toppling him, dozens of nations agreed in the talks that Libya’s future does not include the dictator at the helm.
“Gadhafi has lost the legitimacy to lead, so we believe he must go. We’re working with the international community to try to achieve that outcome,” Clinton told reporters.

As she spoke, U.S. officials announced that American ships and submarines in the Mediterranean had unleashed a barrage of cruise missiles at Libyan missile storage facilities in the Tripoli area late Monday and early Tuesday — the heaviest attack in days.

German Foreign Minister Guido Westerwelle echoed Clinton’s point.

“One thing is quite clear and has to be made very clear to Gadhafi: His time is over. He must go,” Westerwelle said. “We must destroy his illusion that there is a way back to business as usual if he manages to cling to power.” [4]

The London Conference on Libya, however, not only deals solely with Libya, but holds the blue prints to a new imperialist re-division of the entire Africa continent. Libya, which became a holdout when Qaddafi changed his mind, will be used to complete the “Union of the Mediterranean” and as a new bridgehead into Africa. This is the start of major steps that will be taken by the U.S. and the E.U. to purge the growing Chinese presence from Africa.

A New Imperial Re-Division of Africa: “Operation Odyssey Dawn”

The name “Operation Odyssey Dawn” is very revealing. It identifies the strategic intent and direction of the war against Libya.

The Odyssey is an ancient Greek epic by the poet Homer which recounts the voyage and trails of the hero Odysseus of Ithaca on his way home. The main theme here is the “return home.”

The U.S. and the imperialist powers are on their own odyssey of “return” into Africa.

This project is also intimately related to the broader military agenda in Southwest Asia and the drive into Eurasia, which ultimately targets Russia, China, and Central Asia.

Washington’s military agenda pertains  to the African and the Eurasian landmass, namely a supercontinent known as the “World-Island.” It is control of the World-Island that is the object of U.S. strategies.

The U.S. and NATO have triggered a civil war in Libya, as their pretext for longstanding plans of military aggression. A systematic media disinformation campaign, similar to the one used against Iraq from 1991 to 2003, has been launched.

In fact, the media has led the way for the war in Libya as it did in the former Yugoslavia, Afghanistan, and Iraq. The U.S. and its cohorts have also used the atmosphere of popular revolt in the Arab World as a cloud to insert and support their own agenda in the Libyan Arab Jamahiriya.

The Libyan Prize of the Mediterranean

There is an old Libyan proverb that says “if your pocket becomes empty, your faults will be many.” In this context, Libyan internal tensions are not dominated by breadbasket issues. This sets Libya apart from Arab countries like Tunisia, Egypt, Yemen, Morocco, and Jordan. [5] In Libya, the lack of freedom as well as rampant corruption has created opposition to the regime, which has been used by the U.S. and its allies as a pretext to justify foreign intervention.

Libya has come a long way since 1951 when it became an independent country. In 1975, the political scientist Henri Habib described these conditions:

When Libya was granted its independence by the United Nations on December 24, 1951, it was described as one of the poorest and most backward nations of the world. The population at the time was not more than 1.5 million, was over 90% illiterate, and had no political experience or knowhow. There were no universities, and only a limited number of high schools which had been established seven years before independence. [6]

According to Habib the state of poverty in Libya was the result of the yoke of Ottoman domination followed by an era of European imperialism in Libya. [7] Habib explains: “Every effort was made to keep the Arab inhabitants [of Libya] in a servile position rendering them unable to make any progress for themselves or their nation.” [8]  He also explains:

The climax of this oppression came during the Italian administration (1911 – 1943) when the Libyans were not only oppressed by the [foreign] authorities, but were also subjected to the loss and deprivation of their most fertile land which went to colonists brought in from Italy. The British and French who replaced the Italians in 1943 attempted to entrench themselves in [Libya] by various divisive ways, ultimately to fail through a combination of political events and circumstances beyond the control of any one nation. [9]

Despite political mismanagement and corruption, Libya’s oil reserves (discovered in 1959) were used to improve the standard of living for its population. Libya has the highest standards of living in Africa.

In addition to its energy reserves, the Libyan state played an important role. Libyan energy reserves were nationalized after the 1969 coup against the Libyan monarchy. It should be noted that these Libyan energy reserves are a source of wealth in Libya that if fully privatized would be a lucrative spoil of war.

To a certain extent, the isolation of Libya in the past as a pariah state has also played a role in insulating Libya. As most of the world has become globalized from an economic standpoint, Libyan integration into the global economy has in a sense been delayed.

Despite having vast sums of money stolen and squandered by Qaddafi’s family and their officials, social services and benefits, such as government housing, are also available in Libya. It has to be cautioned too that none of this means that neo-liberal restructuring and poverty are not afoot in Libya, because they very much are.

Until the conflict in 2011 ignited, there was a huge foreign work force in Libya. Thousands of foreign workers from every corner of the globe went to Libya for employment. This included nationals from Turkey, China, sub-Saharan Africa, Latin America, the European Union, Russia, Ukraine, and the Arab World.

Neo-Liberalism and the New Libya: Saif Al-Islam Qaddafi and Rapprochement

From 2001 to 2003, a process of rapprochement began between Libya and the U.S. and its E.U. partners. What changed? Colonel Qaddafi did not stop being a dictator or change his behaviour. Rapprochement brought an end to Tripoli’s defiance to its former colonial masters. Libya had bowed to U.S. and E.U. pressures and a modus vivandi came into effect.
Qaddafi’s credentials as a democrat or a dictator were never an issue. Nor was the use of brute force. Subservience was the real issue.

The force used against the riots in 2006 and 2008 did not even faze the E.U. and Washington, which continued their “business as usual” with Tripoli. Even U.S. government sources implied that economic interests should not be jeopardized by issues of international law or justice; for example, BP pressured the British government in 2007 to move forward with a prisoner exchange with Libya so that a Libyan oil contract could be protected. [10]

Almost overnight, Libya became a new business bonanza for U.S. and E.U. corporations, especially in the energy sectors. These lucrative contracts also included military contracts of the order of $482 million (U.S.) in military hardware, training, and software from E.U. members (including chemical and biological agents). [11]

Yet, two more things were demanded by Washington, namely the imposition of an imperial tribute as well as the the opening up of the Libyan military and intelligence apparatus to U.S. influence. As a result Libya ended all support for the Palestinians and handed the U.S. government its dossiers on resistance groups opposed to Washington, London, Tel Aviv and their allies. This turned Libya into a so-called “partner” in the “Global War on Terrorism.” Washington would get involved in all aspects of Libyan state security:

Although U.S. sanctions on Libya were lifted in 2004 and terrorism-related restrictions on foreign assistance were rescinded in 2006, Congress acted to limit the Bush Administration’s ability to provide foreign assistance to Libya as a means of pressuring the Administration and the Libyan government to resolve outstanding terrorism claims. The Bush Administration’s October 2008 certification [...] ended standing restrictions on the provision of U.S. foreign assistance contained in appropriations legislation for FY2008 and FY2009. Assistance requests submitted by the Bush and Obama Administrations for FY2009 and FY2010 included funding for programs to reengage with Libyan security forces after “a 35-year break in contact” with their U.S. counterparts and to support Libyan efforts to improve security capabilities in areas of common concern, such as border control, counterterrorism, and export/import monitoring. [12]

Libya has also become active in global banking and finance. The U.S. Federal Reserve Bank of New York even made 73 loans to the Arab Banking Corporation (ABC), which is a bank mostly owned by the Central Bank of Libya, totalling an amount of $35 billion (U.S.). [13] According to Senator Bernard Sanders of Vermont in a complaint to U.S. Treasury Secretary Timothy Geithner and U.S. Federal Reserve Chairman Benjamin Bernanke, the mostly Libyan-owned bank received over $26 billion (U.S.) in near zero interest rate loans from the U.S. Federal Reserve that it has been lending back to the U.S. Treasury at a higher interest rate. [14] The Arab Banking Corporation is currently exempted from sanctions on Libya and may serve in creating a fiscal link between Wall Street and Benghazi.

Saif Al-Islam Qaddafi was vital in this process of opening up Libya to trade with Washington and the European Union. In 2000 Saif Al-Islam graduated from a university in Austria and became heavily tied to foreign associates who became his policy advisors and friends.

Prince Andrew of Britain reportedly became a close friend of Said Al-Islam: so close that Chris Bryant, a senior Labour Party politician, demanded in the British House of Commons that Prince Andrew be removed from his position as special trade envoy at the start of the conflict with Libya. [15]

Western advisors to Tripoli played an important role in shaping Libyan policy. A “New Libya” started to emerge under Saif Al-Islam, who pushed for the adoption of IMF-style neo-liberal economic reforms.

Starting in 2005-2006, significant social and income disparities started to emerge in Libya. The Libyan Revolutionary Committees Movement was in large part disbanded by Saif Al-Islam. Had the Committees Movement remained, they would most probably have sought to prevent the present conflict from escalating.

Moreover, Saif Al-Islam went to London and established ties in Britain with Noman Benotman, a former leader of the Libyan Islamic Fighting Group (LIFG). [16] He became friends with Benotman.

Supported by Saif Al-Islam, Benotman and Ali Al-Sallabi, a Libyan citizen based in Qatar (who was on Tripoli’s terrorist list), negotiated a truce between the Libyan Islamic Fighting Group and the Libyan government.

It is also worth noting that all the ministers and ambassadors who defected or left Libya were chosen by Saif Al-Islam.
As in the case of the former Yugoslavia in the 1990s, the neo-liberal reforms applied in Libya created social and income disparities which in turn contributed to political instability.

Rapprochement with Tripoli and Imperial Extortion

In late-2008, the U.S. government got Tripoli to pay what was tantamount to an “imperial tribute.” Libya capitulated and agreed to an uneven reparation agreement with Washington. The agreement is called the “Claims Settlement Agreement between the United States of America and the Great Socialist People’s Libyan Arab.” Under the agreement Libya would concede $1.3 billion U.S. dollars to Washington, while Washington would give the Libyans $300 million U.S. dollars. Article 4 of the agreement’s annex states:

Once contributions to the Fund Account reach the amount of U.S. $1.8 billion (one billion eight hundred million U.S. dollars), the amount of U.S. $1.5 billion (one billion five hundred million U.S. dollars) shall be deposited into Account A [the U.S. account] and the amount of U.S. $300 million (three hundred million U.S. dollars) shall be deposited into Account B [Libya’s account], which in both cases shall constitute the receipt of resources under Article III (2) of the Agreement. [17]

Despite all this, Libya has remained a relatively wealthy country. In 2010, Tripoli even made an offer to buy a portion of British Petroleum (BP), one of the world’s largest corporations. [18] The National Oil Company of Libya also remains one of the largest oil companies in the world.

Even with the lucrative business deals that resulted from the rapprochement, the U.S. and the E.U. have always had an objective of furthering their gains and control. The E.U. powers and Washington merely waited for the right opportunity. Plans for taking over and controlling Libya and the Libyan energy sector were never abandoned. Nor could Washington and Western Europe accept anything less than a full-fledged puppet government in Libya.

Upheaval and Qaddafi’s Response

Even with the rapprochement with Tripoli, the U.S. and its E.U. partners continued to cultivated ties to so-called “opposition” figures and organizations with a view to implementing regime change at some future date. This is why the National Salvation Front of Libya has been mostly active in Washington. In the words of a timely Congressional Research Service (CRS) report (February 18, 2011):

The National Conference for the Libyan Opposition (an umbrella organization of opposition groups headed by the National Libyan Salvation Front (NLSF) [...]) and Internet-based organizers called for a “day of rage” to take place on February 17. Similar events had been organized by anti-government groups in many other countries in the Middle East and North Africa over the previous month. On February 17, [2011] hundreds of protestors took to the streets in Benghazi and in other cities in its vicinity. [19]

Colonel Qaddafi has ruled Libya under a harsh dictatorship that has systematically used violence and fear. Yet, the level of violence that has put Libya in a state of upheaval has been distorted. [20] Many of the initial reports coming out of Libya in early-2011 were also unverified and in many cases misleading. These reports have to be studied very carefully. According to the same CRS report prepared for the U.S. Congress, initial reports all came from “local [Libyan] media accounts, amateur video footage and anecdotes, and reports from human rights organizations and opposition groups in exile.” [21]

Qaddafi’s objectives are to preserve his regime and not to undo it. After Qaddafi became aware of the growing foreign threat directed towards his regime, the use of force was on the whole restrained. The regime in Tripoli did not want to give further excuses to the U.S., the E.U., and NATO for military intervention in Libya.

Qaddafi had exercised restraint for the sake of preserving his dictatorship. The Libyan regime knew very well that a bloody civil war would be used as a justification for intervention under a humanitarian pretext. That is why Qaddafi opted to try to negotiate where he could instead of using force. The use of violence is not to the favour of the Libyan regime or Libya, but rather works in the favour of the U.S. and the E.U. states.

“Dictators” do not Dictate, They Obey Orders

The Mubarak regime could collapse in the a face of a nationwide protest movement… What prospects for Egypt and the Arab World?

“Dictators” do not dictate, they obey orders. This is true in Egypt, Tunisia and Algeria.

Puppets like Hosni Mubarak listen and execute the orders of their Masters

Dictators are invariably political puppets. Dictators do not decide.

President Hosni Mubarak was a faithful servant of Western economic interests and so was Ben Ali.

The national government is the object of the protest movement.

The objective is to unseat the puppet rather than the puppet-master.

The slogans in Egypt are “Down with Mubarak, Down with the Regime”. No anti-American posters have been reported… The overriding and destructive influence of the USA in Egypt and throughout the Middle East remains unheralded.

The foreign powers which operate behind the scenes are shielded from the protest movement.

No significant political change will occur unless the issue of foreign interference is meaningfully addressed by the protest movement.

The US embassy in Cairo is an important political entity, invariably overshadowing the national government. The Embassy is not a target of the protest movement.In Egypt, a devastating IMF program was imposed in 1991 at the height of the Gulf War. It was negotiated in exchange for the annulment of Egypt’s multibillion dollar military debt to the US as well as its participation in the war. The resulting deregulation of food prices, sweeping privatisation and massive austerity measures led to the impoverishment of the Egyptian population and the destabilization of its economy. The Mubarak government was praised as a model “IMF pupil”.

The role of Ben Ali’s government in Tunisia was to enforce the IMF’s deadly economic medicine, which over a period of more than twenty years served to destabilize the national economy and impoverish the Tunisian population. Over the last 23 years, economic and social policy in Tunisia has been dictated by the Washington Consensus.

Both Hosni Mubarak and Ben Ali stayed in power because their governments obeyed and effectively enforced the diktats of the IMF.

From Pinochet and Videla to Baby Doc, Ben Ali and Mubarak, dictators have been installed by Washington. Historically in Latin America, dictators were instated through a series of US sponsored military coups. In todays World, they are installed through “free and fair elections” under the surveillance of the “international community”.

Our message to the protest movement:

Actual decisions are taken in Washington DC,  at the US State Department, at the Pentagon,  at Langley, headquarters of the CIA. at H Street NW, the headquarters of the World Bank and the IMF.

The relationship of “the dictator” to foreign interests must be addressed. Unseat the political puppets but do not forget to target the “real dictators”.

The protest movement should focus on the real seat of political authority; it should target (in a peaceful, orderly and nonviolent fashion) the US embassy, the delegation of the European Union, the national missions of the IMF and the World Bank.

Meaningful political change can only be ensured if the neoliberal economic policy agenda is thrown out.

Regime Replacement

If the protest movement fails to address the role of foreign powers including pressures exerted by “investors”, external creditors and international financial institutions, the objective of national sovereignty will not be achieved. In which case, what will occur is a narrow process of “regime replacement”, which ensures political continuity.

“Dictators” are seated and unseated. When they are politically discredited and no longer serve the interests of their US sponsors, they are replaced by a new leader, often recruited from within the ranks of the political opposition.

In Tunisia, the Obama administration has already positioned itself. It intends to play a key role in the “democratization program” (i.e. the holding of so-called fair elections). It also intends to use the political crisis as a means to weaken the role of France and consolidate its position in North Africa:
“The United States, which was quick to size up the groundswell of protest on the streets of Tunisia, is trying to press its advantage to push for democratic reforms in the country and further afield.

The top-ranking US envoy for the Middle East, Jeffrey Feltman, was the first foreign official to arrive in the country after president Zine El Abidine Ben Ali was ousted on January 14 and swiftly called for reforms. He said on Tuesday only free and fair elections would strengthen and give credibility to the north African state’s embattled leadership.

“I certainly expect that we’ll be using the Tunisian example” in talks with other Arab governments, Assistant Secretary of State Feltman added.

He was dispatched to the north African country to offer US help in the turbulent transition of power, and met with Tunisian ministers and civil society figures.

Feltman travels to Paris on Wednesday to discuss the crisis with French leaders, boosting the impression that the US is leading international support for a new Tunisia, to the detriment of its former colonial power, France. …

Western nations had long supported Tunisia’s ousted leadership, seeing it as a bulwark against Islamic militants in the north Africa region.

In 2006, the then US defense secretary Donald Rumsfeld, speaking in Tunis, praised the country’s evolution.

US Secretary of State Hillary Clinton nimbly stepped in with a speech in Doha on January 13 warning Arab leaders to allow their citizens greater freedoms or risk extremists exploiting the situation.

Will Washington be successful in instating a new puppet regime?

This very much depends on the ability of the protest movement to address the insidious role of the US in the country’s internal affairs.

The overriding powers of empire are not mentioned. In a bitter irony, president Obama has expressed his support for the protest movement.

Many people within the protest movement are led to believe that president Obama is committed to democracy and human rights, and is supportive of the opposition’s resolve to unseat a dictator, which was installed by the US in the first place.

Cooptation of Opposition Leaders

The cooptation of the leaders of major opposition parties and civil society organizations in anticipation of the collapse of an authoritarian puppet government is part of Washington’s design, applied in different regions of the World.

The process of cooptation is implemented and financed by US based foundations including the National Endowment for Democracy (NED) and  Freedom House (FH). Both FH and the NED have links to the US Congress. the Council on Foreign Relations (CFR), and the US business establishment. Both the NED and FH are known to have ties to the CIA.

The NED is actively involved in Tunisia, Egypt and Algeria. Freedom House supports several civil society organizations in Egypt.
“The NED was established by the Reagan administration after the CIA’s role in covertly funding efforts to overthrow foreign governments was brought to light, leading to the discrediting of the parties, movements, journals, books, newspapers and individuals that received CIA funding. … As a bipartisan endowment, with participation from the two major parties, as well as the AFL-CIO and US Chamber of Commerce, the NED took over the financing of foreign overthrow movements, but overtly and under the rubric of “democracy promotion.” (Stephen Gowans, January « 2011 “What’s left” .

While the US has supported the Mubarak government for the last thirty years, US foundations with ties to the US State department and the Pentagon have actively supported the political opposition including the civil society movement.  According to Freedom House: “Egyptian civil society is both vibrant and constrained. There are hundreds of non-governmental organizations devoted to expanding civil and political rights in the country, operating in a highly regulated environment.” (Freedom House Press Releases).

In a bitter irony, Washington supports the Mubarak dictatorship, including its atrocities, while also backing and financing its detractors, through the activities of FH, the NED, among others.

Under the auspices of Freedom House, Egyptian dissidents and opponents of Hosni Mubarak were received in May 2008 by Condoleezza Rice at the State Department and the US Congress. They also met White House National Security Adviser Stephen Hadley, who was “the principal White House foreign policy adviser” during George W. Bush’s second term.

Freedom House’s effort to empower a new generation of advocates has yielded tangible results and the New Generation program in Egypt has gained prominence both locally and internationally. Egyptian visiting fellows from all civil society groups received [May 2008] unprecedented attention and recognition, including meetings in Washington with US Secretary of State, the National Security Advisor, and prominent members of Congress. In the words of Condoleezza Rice, the fellows represent the “hope for the future of Egypt.”

Political Double Talk: Chatting with “Dictators”, Mingling with “Dissidents”

The Egyptian pro-democracy delegation to the State Department was described by Condoleezza Rice as “The Hope for the Future of Egypt”.

In May 2009, Hillary Clinton met a delegation of Egyptian dissidents, several of which had met Condoleezza Rice a year earlier. These high level meetings were held a week prior to Obama’s visit to Egypt:

U.S. Secretary of State Hillary Clinton praised the work of a group of Egyptian civil society activists she met with today and said it was in Egypt’s interest to move toward democracy and to exhibit more respect for human rights.

The 16 activists met with Clinton and Acting Assistant Secretary of State for Near Eastern Affairs Jeffrey Feltman in Washington at the end of a two-month fellowship organized by Freedom House’s New Generation program.

The fellows raised concern about what they perceived as the United States government distancing itself from Egyptian civil society and called on President Obama to meet with young independent civil society activists when he visits Cairo next week. They also urged the Obama administration to continue to provide political and financial support to Egyptian civil society and to help open the space for nongovernmental organizations which is tightly restricted under Egypt’s longstanding emergency law.

The fellows told Clinton that momentum was already building in Egypt for increased civil and human rights and that U.S. support at this time was urgently needed. They stressed that civil society represents a moderate and peaceful “third way” in Egypt, an alternative to authoritarian elements in the government and those that espouse theocratic rule. During their fellowship, the activists spent a week in Washington receiving training in advocacy and getting an inside look at the way U.S. democracy works. After their training, the fellows were matched with civil society organizations throughout the country where they shared experiences with U.S. counterparts. The activists will wrap up their program … by visiting U.S. government officials, members of Congress, media outlets and think tanks.” (Freedom House, May 2009, emphasis added)
These opposition civil society groups –which are currently playing an important role in the protest movement– are supported and funded by the US. They indelibly serve US interests.

The invitation of Egyptian dissidents to the State Department and the US Congress also purports to instil a feeling of commitment and allegiance to American democratic values. America is presented as a model of Freedom and Justice. Obama is upheld as a “Role Model”.

The Puppet Masters Support the Protest Movement against their own PuppetsThe puppet masters support dissent against their own puppets?

Its called “political leveraging”, “manufacturing dissent”.  Support the dictator as well as the opponents of the dictator as a means of controlling the political opposition.

These actions on the part of Freedom House and the National Endowment for Democracy, on behalf of the Bush and Obama administrations, ensure that the US funded civil society opposition will not direct their energies against the puppet masters behind the Mubarak regime, namely the US government.

These US funded civil society organizations act as a “Trojan Horse” which becomes embedded within the protest movement. They protect the interests of the puppet masters. They ensure that the grassroots protest movement will not address the broader issue of foreign interference in the affairs of sovereign states.

The Facebook Twitter Bloggers Supported and Financed by Washington

In relation to the protest movement in Egypt, several civil society groups funded by US based foundations have led the protest on Twitter and Facebook:
“Activists from Egypt’s Kifaya (Enough) movement – a coalition of government opponents – and the 6th of April Youth Movement organized the protests on the Facebook and Twitter social networking websites. Western news reports said Twitter appeared to be blocked in Egypt later Tuesday.” (See Voice of America, ,Egypt Rocked by Deadly Anti-Government Protests

The Kifaya movement, which organized one of the first protests directed against the Mubarak regime in late 2004, is supported by the US based International Center for Non-Violent Conflict. Kifaya is a broad-based movement which has also taken a stance on Palestine and US interventionism in the region.

In turn, Freedom House has been involved in promoting and training the Middle East North Africa Facebook and Twitter blogs:

Freedom House fellows acquired skills in civic mobilization, leadership, and strategic planning, and benefit from networking opportunities through interaction with Washington-based donors, international organizations and the media. After returning to Egypt, the fellows received small grants to implement innovative initiatives such as advocating for political reform through Facebook and SMS messaging. http://www.freedomhouse.org/template.cfm?page=66&program=84 (emphasis added)

From February 27 to March 13 [2010], Freedom House hosted 11 bloggers from the Middle East and North Africa [from different civil society organizations] for a two-week Advanced New Media Study Tour in Washington, D.C. The Study Tour provided the bloggers with training in digital security, digital video making, message development and digital mapping. While in D.C., the Fellows also participated in a Senate briefing, and met with high-level officials at USAID, State [Department] and Congress as well as international media including Al-Jazeera and the Washington Post.http://www.freedomhouse.org/template.cfm?page=115&program=84&item=87 emphasis added

One can easily apprehend the importance attached by the US administration to this bloggers’ “training program”, which is coupled with high level meetings at the US Senate,  the  Congress, the  State Department, etc.

The role of the Facebook Twitter social media as an expression of dissent, must be carefully evaluated: the civil society bloggers are supported by Freedom House (FH), the National Endowment for Democracy (NED) and the US State Department.

BBC News World (broadcast in the Middle East) quoting Egyptian internet messages has reported that “the US has been sending money to pro-democracy groups.” (BBC News World, January 29, 2010). The April 6 Youth Movement is supported covertly by Washington. According to a report in The Daily Telegraph, quoting a secret US embassy document (Jan 29, 2011):

“The protests in Egypt are being driven by the April 6 youth movement, a group on Facebook that has attracted mainly young and educated members opposed to Mr Mubarak. The group has about 70,000 members and uses social networking sites to orchestrate protests and report on their activities.

The documents released by WikiLeaks reveal US Embassy officials [in Cairo] were in regular contact with the activist throughout 2008 and 2009, considering him one of their most reliable sources for information about human rights abuses.” (emphasis added)

The Muslim Brotherhood

The Muslim Brotherhood in Egypt constitutes the largest segment of the opposition to president Mubarak. According to reports, The Muslim Brotherhood dominates the protest movement.

While there is a constitutional ban against religious political parties Brotherhood members elected to Egypt’s parliament as “independents” constitute the largest parliamentary block.

The Brotherhood, however, does not constitute a direct threat to Washington’s economic and strategic interests in the region. Western intelligence agencies have a longstanding history of collaboration with the Brotherhood. Britain’s support of the Brotherhood instrumented  through the British Secret Service dates back to the 1940s. Starting in the 1950s, according to former intelligence official William Baer, “The CIA [funnelled] support to the Muslim Brotherhood because of “the Brotherhood’s commendable capability to overthrow Nasser.”1954-1970: CIA and the Muslim Brotherhood Ally to Oppose Egyptian President Nasser, These covert  links to the CIA were maintained in the post-Nasser era.

Concluding Remarks

The removal of Hosni Mubarak has, for several years, been on the drawing board of US foreign policy.

Regime replacement serves to ensure continuity, while providing the illusion that meaningful political change has occurred.

Washington’s agenda for Egypt has been to “hijack the protest movement” and replace president Hosni Mubarak with a new compliant puppet head of state. Washington’s objective is to sustain the interests of foreign powers, to uphold the neoliberal economic agenda which has served to impoverish the Egyptian population.

From Washington’s standpoint, regime replacement no longer requires the installation of an authoritarian  military regime as in the heyday of US imperialism, It can be implemented by co-opting political parties, including the Left, financing civil society groups, infiltrating the protest movement and manipulating national elections.

With reference to the protest movement in Egypt, President Obama stated in a January 28 video broadcast on Youtube: “The Government Should Not Resort to Violence”. The more fundamental question is what is the source of that violence? Egypt is the largest recipient of US military aid after Israel. The Egyptian military is considered to be the power base of the Mubarak regime:

“The country’s army and police forces are geared to the teeth thanks to more than $1 billion in military aid a year from Washington. … When the US officially describes Egypt as “an important ally” it is inadvertently referring to Mubarak’s role as a garrison outpost for US military operations and dirty war tactics in the Middle East and beyond. There is clear evidence from international human rights groups that countless “suspects” rendered by US forces in their various territories of (criminal) operations are secretly dumped in Egypt for “deep interrogation”. The country serves as a giant “Guantanamo” of the Middle East, conveniently obscured from US public interest and relieved of legal niceties over human rights.” (Finian Cunningham, Egypt: US-Backed Repression is Insight for American Public, Global Research, January 28, 2010).

America is no “Role Model” of Democratization for the Middle East. US military presence imposed on Egypt and the Arab World for more than 20 years, coupled with “free market” reforms are the root cause of State violence.

America’s intent is to use the protest movement to install a new regime.

The People’s Movement should redirect its energies: Identify the relationship between America and “the dictator”. Unseat America’s political puppet but do not forget to target the “real dictators”.

Shunt the process of regime change.

Dismantle the neoliberal reforms.

Close down US military bases in the Arab World.

Establish a truly sovereign government.

EU Dictators to Control National Budgets

As reported in today’s Irish Independent, the EU will be given first option on whether to approve of Irish fiscal policy thus opening

If the theory of Super States is adopted globally, the countries will effectively loose independence, sovereignty, identity and liberty.

the way for another €3 billion of cuts in spending, no doubt in public services we all pay our taxes into. This is of course dictatorship in its most basic form.

When a nation state is no longer in control of its own finances, which have been handed over to an unelected cabal of appointed lackeys, then the nation state no longer exists. This is exactly the position which Ireland and every nation in the EU face today. Let’s be clear, there are no longer nation states. Taking over a nation’s finances is only the start. When we no longer have individual countries, with individual cultures, as they are rapidly being mixed into a standardised ‘brand’, the result will be that in a generation or two from now, we will no longer have any distinction between individual sovereign states which could be classed as cultural identity whatsoever.

This is not only undesirable to the native peoples of the nations of Europe but it is also detrimental to world culture as a whole. I would envisage a day when travelling abroad, if still permitted, will be no more of a cultural experience than travelling through ‘one size fits all’ airports and staying in brand name hotels. Every ‘experience’ will be standardised.

Sticking with financial control, why is it that our ‘elected’ representatives have sold us off to these pirates of finance whereby they have allowed an unelected, private organisation to dictate terms and conditions over and above our national governments as to what they will and will not plan for in their own fiscal policy to benefit the people of their nations? When did outside forces have any right to interfere with the internal finances of a nation state? Haven’t we witnessed many times in history the ‘economic sanctions’ imposed on nations? How about the recent example of Iraq which was spuriously, and ultimately dishonestly, accused of having weapons of mass destruction? The result of these economic sanctions was mass starvation and death of hundreds of thousands of innocent Iraqis.

I’m not saying it’ll come to that in Europe but at the same time when these criminals, and let’s not mince our words here, they are criminals, when they are allowed to impose what amount to economic sanctions on our country then we are in for extremely hard times ahead with the eventual result being mass poverty across Europe.

What then for the EU?

It clearly will not have worked as it was supposed to so why would we still want to be part of it?

Why would any nation want to be part of a criminal organisation which has gone out of its way to impoverish the ordinary peoples of what were once independent nation states whilst at the same time destroying cultural identity?

The powers that be insisted and repeated their lies that the single European currency would solve all of our financial troubles forever. That has obviously not worked either and indeed has brought us closer to the brink of utter catastrophe in terms of our financial security.

But of course, that was always the intention of the European Union. Its job was always to amalgamate all the nations of Europe under their control so that when the time was right, like now, they could collapse every nation in the Union to achieve their ultimate goal of bringing into being the single European Soviet Union Superstate. This was finally achieved after the illegal and blatantly fraudulent 2nd Lisbon Referendum in which the Irish people were robbed of the last elements of national sovereignty thus plunging the other members of the EU into the new European Soviet Bloc with all rights and rules being dictated from Brussels.

The European Parliament was overnight given the status of a National Superstate, with all the powers of a government over the 500 million people of Europe, with only 27 unelected Commissars deciding our fate.

Whilst those politicians pushing for a ‘YES’ vote in the bogus referendum celebrated a victory before the first vote was counted, they never told the people that they had effectively sold them into slavery to a foreign power, namely the European Union; a European Union that have steadfastly refused to submit its own accounts for scrutiny, to any one of the nation states funding it, for over 15 YEARS!

Why have we allowed, what is obviously a corrupt organisation, to take over our lives to the extent that they decide how our tax money is to be spent? No doubt a lot of it will be going into the grubby paws of these very same commissars who are dictating that we the people need to cut back on everything from energy consumption to foreign holidays and even what foods we will eventually have to eat as GMO crops are rolled out across the continent.

I was never asked about any of this in my entire life and certainly never voted for any of it.

If you voted ‘YES’ for the Lisbon Referendum are you happy with the results so far?

Do you have one of those mystical jobs that were promised by every major political party at the time?

Do you still have the job you had then or are you one of the close half a million officially unemployed people in a country of approximately 4 million people with a workforce of less than 2 million?

That’s a 25% unemployment rate folks!

Do you have the security we were promised even though what security they were talking about was never discussed?

Financial security is the bedrock of any civilised society. This doesn’t necessarily mean monetary security. That is simply a red herring and a fraud in itself being perpetrated on humanity since the first banker lent to the first borrower thousands of years ago.

No, ‘financial’ security comes in many shapes and forms. The main concerns for human beings since the beginning of time have been firstly, shelter whereby we need some form of a home to protect us from the elements and to raise our families. The second basic element is of course good healthy food combined with clean water. Some kind of health security is also essential although good healthy food and clean water go a long way to preventing any health problems in themselves.

Every person in this country could now be living in a home, perhaps not the ideal home, but a home nevertheless, if the wads of cash given to private corrupt banks had simply been given to the people via payment of mortgages and personal debt to the extent that the country could have started with clean slate so to speak whereby we could then have started creating our own independent monetary system in whichever form that took.

Why then have we borrowed billions from private banks simply to hand it over to other private banks which the taxpayers of Ireland have to pay for and who will now have to live in poverty for generations?

Why are our politicians not on trial for ECONOMIC TERRORISM and TREASON?

At this stage in the game it is probably too late for any intelligent debate from any intelligent political figure because let’s face it, they are extremely hard to find despite the claims of the establishment that we pay politicians so much money to attract the best minds in the country to the political process.

Does anyone seriously think that we have the best minds in politics? If that were indeed the case we wouldn’t be in the mess we’re in would we?

It’s about time the public woke up to the fact that they have been duped all their lives and in generations prior to that. It’s a bitter pill to swallow and it does take an element of personal courage to admit, not only to yourself that you have been conned, but also to tell other people that they’ve been conned too.

Firstly they will ridicule you, secondly they’ll shun you until eventually something will happen to them personally which will dispel any doubts in their minds that something is seriously wrong in society, not only in Ireland, but across the globe. When innocent human beings are being blown to bits in an illegal war which has been proven to have been started using lies and deception, one would like to think that that time cannot be far off. I won’t hold my breath though. The current ‘crop’ of ‘human beings’ seem incapable of empathy for their fellow man whatever the dreadful circumstances the victims find themselves in. We have in effect been utterly desensitized to the suffering of others with the ‘self’ being the most important being it seems in most people’s lives.

In terms of people finally accepting that we are all in serious trouble, let’s hope that it’s not the day they turn up at Tesco’s to find the shelves empty and starvation becomes a real possibility. This is not wild ‘conspiracy theory’. This is exactly how things were in the Soviet Union when millions, just over half a century ago, were allowed to starve to death by Stalin and his cronies whilst they lived in absolute luxury in a land of plenty for them.

The new European Soviet Superstate is riddled with so called ‘ex’ Soviet Communist Party members who were active in Eastern Europe right up to the day they became part of the European Union.

I don’t want to live in the Soviet Union or in, as the UN has pointed, the state we should all try to emulate, the People’s Republic of China.

Every human being in the EU and around the world has a basic right to live their lives free of restriction so far as they do no harm to any fellow human being or their property. This is the basis of common law which the vast majority of people adhere to. We don’t need ‘Big Brother’ diktats from anyone telling us what we can and can’t do, what licenses we need for this or that and how many children we’re ‘allowed’ to have.

I’m sick of it all and it’s about time that the entire human race extricated its head from the sand and got off its knees. We do not owe our lives to any state whether real or created. We are not slaves to be bought and sold at the whim of unelected bureaucrats in a puppet government far removed from any nation state.

Responsibility comes at a price but ultimately it must be a price worth paying if the alternative is so bleak.
