Western Democracy: A Farce And A Sham

Every day that passes adds to the fraudulent image of what is called Western democracy.

Consider that the entire Western world is outraged that the Greek prime minister announced that he is going to permit the Greek people to decide their own fate instead of having it decided for them by a handful of banksters, politicians, and bureaucrats living it up at taxpayer expense at “talks” in the French resort of Cannes on the Mediterranean.

The Greek economy is facing its fourth year of decline and lacks the revenues to service its national debt held by private European banks. The banks don’t want to lose any money, so a handful of power brokers reached an agreement with representatives of the Greek government to write off some of the debt in exchange for EU capital subsidies to be financed by inflicting severe austerity on the Greek population. Wages, salaries, pensions and medical care are being cut while the rate of unemployment rises to depression levels. Government employees are laid off. Valuable public properties are to be sold to private parties for pennies on the dollar. In short, Greece is to be looted.

Large numbers of Greeks have been in the streets protesting the austerity policy and have reached the point of anger of throwing Molotov cocktails at the police. Greece is disintegrating politically. The Greek people sense that the EU “bailout” is not bailing out Greece. It is bailing out the French, Dutch, and German banks at the expense of the Greek people.

The Greek prime minister, watching his party’s support and power crumble, announced that he would let the people decide in a referendum. After all, allegedly that’s what democracies do. But it turns out that “we have freedom and democracy” is not supposed to be taken literally. It is merely a propagandistic slogan behind which people are ruled through back-room deals decided by powerful private interests.

The Greek prime minister’s announcement that he would put the back-room bailout deal to a referendum shocked the EU hierarchy, Washington, and investors. Who does this Greek guy think he is permitting the people, who bear the cost of the deal, to have a say in it? Who let this Greek guy out of his cage? This is not the way democracies are ruled.

The EU power brokers are outraged over the Greek prime minister’s departure from normal procedure. But the Greek PM is relying on the Greek people to approve the deal, and not without reason.

The Greek people have been brainwashed for decades as to the importance of “being part of Europe.” That means being a member of the European Union. When the Greeks realize that voting down the bailout of the banksters means being thrown out of the European Union, which is what they will learn between now and the referendum, they will vote for the back room deal.

Polls already indicate this. A poll for a Greek newspaper indicates that whereas 46% oppose the bailout, 70% favor staying in the EU, which the Greeks see as a life or death issue.

If this poll is a reliable indicator, the Greek PM has made a brilliant political decision. The Greek people will vote in favor of what they have been protesting violently in the streets. As the Greek people will do themselves in, the politicians are off the hook. This is the bet that the Greek PM has placed.

Whatever the outcome, keep in mind that the entire Western political and investor world was shocked that a politician, instead of simply imposing a back room deal, said he would let the people decide. Letting the people decide is a no-no in Western democracies.

If you need more evidence of this mythical creature called “Western democracy,” consider that Western governments are no longer accountable to law. Contrast, for example, the sexual harassment charges that are plaguing US presidential candidate Herman Cain’s campaign with the pass given to high government officials who clearly violated statutory law.

What follows is not a defense of Cain. I take no position on the charges. The real point is different. In America the only thing that can ruin a politician is his interest in sex. A politician, for example, George W. Bush, Dick Cheney, B. Omama, cannot be ruined by violating United States and international law or by treating the US Constitution as a “mere scrap of paper.” Bush and Cheney can take America to wars based entirely on lies and orchestrated deceptions. They can commit war crimes, murdering large numbers of civilians in the cause of “the war on terror,” itself a hoax. They can violate US and international laws against torture simply “because the president said so.” They can throw away habeas corpus, the constitutional requirement that a person cannot be imprisoned without evidence presented to a court. They can deny the right to an attorney. They can violate the law and spy on Americans without obtaining warrants. They can send due process to hell. In fact, they can do whatever they want just like Hitler’s Gestapo and Stalin’s secret police. But if they show undue interest in a woman or proposition a woman, they are dead meat.

Very few commentators have said a word about this. The House of Representatives did not impeach President Bill Clinton for his war crimes against Serbia. They impeached him for lying about a sexual affair with a White House intern. The US Senate, which had too many sexual affairs of its own to defend, didn’t bother to try to convict.

This is Amerika today. A president without any authority whatsoever, not in law and certainly not in the Constitution, can assassinate US citizens based on nothing except an assertion that they are a “threat.” No evidence is required. No conviction. No presentation of evidence in any court. Just a murder. That is now permissible to the Amerikan president. But let him try to get a woman who is not his wife into bed, and he is a cooked goose.

In Amerika there is no such thing any longer as torture; there is only “enhanced interrogation.” A mere word change has eliminated the crime. So torture is permissible.

In Amerika today, or in the UK and the EU, anyone who tells the truth is a “threat.” Julian Assange of Wikileaks, who made public information leaked to him by US government sources horrified by the criminal actions of the United States government, is now, as a result of Amerikan pressure on UK courts, being turned over to Sweden, which, for favors from the “world’s only superpower,” will turn him over to the US regardless of law to be prosecuted on trumped-up charges.

Western “civilization” is totally corrupted by American money. There is no integrity anywhere. For a decade Washington has been murdering women, children, village elders, and journalists in the name of the hoax “war on terror.”

What terror does the world actually see? The world sees the terror that Israel, protected by Washington, inflicts on the Palestinians. The world sees the terror that the US inflicts on Serbia, Iraq, Afghanistan, Pakistan, Yemen, Somalia, Libya, Latin America and now Africa, with Syria, Lebanon, and Iran waiting in the wings. The “war on terror” is nothing but an orchestrated invented excuse for Amerika-Israel to achieve hegemony while enriching their armaments industries.

In Greece, at least the PM committed to giving the people a say in their fate. In America the people have no voice whatsoever. The sheeple are content to be protected by “security,” porno-scanners, warrantless wiretapping, indefinite detention, and sexual groping. To carry on the hoax “war on terror,” the US government has elevated itself above the law.

The American effort to achieve accountability to law, the Occupy Wall Street (OWS) movement, if not shut down by cold weather, ice, and snow, is likely to be shut down by police violence. One riot begun by provocateurs is all it takes to transform protesters into “domestic extremists,” the number one concern of Homeland Security. The presstitute media will make the case against the rioters, and the sheeple will buy it.

The police have been militarized by Washington. Community police forces no longer represent the local public that pays their salaries. Local police represent Washington’s war against America.

American citizens are all suspects. Anyone who goes through airport security knows this. The only law that the US government obeys is not even a law. It is a bureaucratic regulation that prevents, even in dire wartime, any profiling of suspects by ethnicity or country of origin.

Consequently, all native born, flag-waving, American super-patriots are suspects when they board commercial airliners. Americans who have a life time of security clearances are subject to being porno-scanned or sexually groped. Airport Security cannot tell a “terrorist” from a CIA analyst, a Marine general or a US Senator.

Well-connected members of the ruling elite, such as Michael Chertoff, can become rich from selling the porto-scanners to taxpayers in order “to protect the public from terrorists.”

The only terrorists Americans will ever experience are those funded by their own tax dollars within their “own” government. A people incapable of perceiving its real peril has no chance of surviving. America might be a military superpower, but it no longer exists as a free country with accountable government and a rule of law.

Dr. Paul Craig Roberts is the father of Reaganomics and the former head of policy at the Department of Treasury. He is a columnist and was previously an editor for the Wall Street Journal. His latest book, “How the Economy Was Lost: The War of the Worlds,” details why America is disintegrating.

One third of Americans living on Government Handouts

CNBC
March 8, 2011

Government payouts—including Social Security, Medicare and unemployment insurance—make up more than a third of total wages and salaries of the U.S. population, a record figure that will only increase if action isn’t taken before the majority of Baby Boomers enter retirement.

Even as the economy has recovered, social welfare benefits make up 35 percent of wages and salaries this year, up from 21 percent in 2000 and 10 percent in 1960, according to TrimTabs Investment Research using Bureau of Economic Analysis data.

“The U.S. economy has become alarmingly dependent on government stimulus,” said Madeline Schnapp, director of Macroeconomic Research at TrimTabs, in a note to clients. “Consumption supported by wages and salaries is a much stronger foundation for economic growth than consumption based on social welfare benefits.”

The economist gives the country two stark choices. In order to get welfare back to its pre-recession ratio of 26 percent of pay, “either wages and salaries would have to increase $2.3 trillion, or 35 percent, to $8.8 trillion, or social welfare benefits would have to decline $500 billion, or 23 percent, to $1.7 trillion,” she said.

Last month, the Republican-led House of Representatives passed a $61 billion federal spending cut, but Senate Democratic leaders and the White House made it clear that had no chance of becoming law. Short-term resolutions passed have averted a government shutdown that could have occurred this month, as Vice President Biden leads negotiations with Republican leaders on some sort of long-term compromise.

“You’ve got to cut back government spending and the Republicans will run on this platform leading up to next year’s election,” said Joe Terranova, Chief Market Strategist for Virtus Investment Partners and a “Fast Money” trader.

Terranova noted some sort of opt out for social security or even raising the retirement age.

But the country may not be ready for these tough choices, even though economists like Schnapp say something will have to be done to avoid a significant economic crisis.

A Wall Street Journal/NBC News poll released last week showed that  less than a quarter of Americans supported making cuts to Social Security or Medicare in order to reign in the mounting budget deficit.

Those poll numbers may be skewed by a demographic shift the likes of which the nation has never seen. Only this year has the first round of baby boomers begun collecting Medicare benefits—and here comes 78 million more.

Social welfare benefits have increased by $514 billion over the last two years, according to TrimTabs figures, in part because of measures implemented to fight the financial crisis. Government spending normally takes on a larger part of the spending pie during economic calamities but how can the country change this make-up with the root of the crisis (housing) still on shaky ground, benchmark interest rates already cut to zero, and a demographic shift that calls for an increase in subsidies?

At the very least, we can take solace in the fact that we’re not quite at the state welfare levels of Europe. In the U.K., social welfare benefits make up 44 percent of wages and salaries, according to TrimTabs’ Schnapp.

“No matter how bad the situation is in the US, we stand far better on these issues (debt, demographics, entrepreneurship) than other countries,” said Steve Cortes of Veracruz Research. “On a relative basis, America remains the world leader and, as such, will also remain the world’s reserve currency.”

Who is the Real Opposition in Egypt?

by Shamus Cooke
Global Research
February 7, 2011

The revolution in Egypt erupted like all revolutions do, from the bottom up. It was unemployment and high food prices that propelled working and poor people into action. Now, the media reports that the “opposition” in Egypt is a group of well-to-do folks who have very little in common with the poor of Egypt.

Omar Suleiman, Egyptian Secret Police Head

This top down takeover of the revolution is being engineered with the support of the U.S. and European nations, the same allies of the dictatorship that lasted three decades. If this elite group of Egyptians manages to gain power, they’ll soon find themselves confronted with the real opposition of Egypt, the overwhelming majority of working and poor people.

Who are these upper-crust oppositionists? Middle East journalist Robert Fisk explains:

“[the oppositionists] include Amr Moussa, the secretary general of the Arab League, … the Nobel prize-winner Ahmed Zuwail, an Egyptian-American who has advised President Barack Obama; Mohamed Selim Al-Awa, a professor and author of Islamic studies, … and the president of the Wafd party [a tiny political party], Said al-Badawi…Other nominees for the committee…are Nagib Suez, a prominent [super-wealthy] Cairo businessman… Nabil al-Arabi, an Egyptian UN delegate; and even the heart surgeon Magdi Yacoub, who now lives in Cairo.” (February 4, 2011).

http://www.independent.co.uk/opinion/commentators/fisk/robert-fisk-exhausted-scared-and-trapped-protesters-put-forward-plan-for-future-2205079.html

What is the task of this committee? Al-Jazeera reports:

“The committee — which was formed last night… proposed that vice president Omar Suleiman [the head of the brutal secret police] preside over a transitional government, and that he pledge to dissolve parliament (whose lower house was elected just last year) and call early elections.” (February 4, 2011).

http://english.aljazeera.net/news/middleeast/2011/02/20112420435766522.html

Are these oppositionists so naive to believe that a “pledge” from a snake like Suleiman is worth anything? Is this a man that any respectable person should be negotiating with?

And herein lies the problem. There can be no smooth “peaceful transition,” as Obama and other politicians would like to see, unless nothing in Egypt changes. This is because the ruling political power in the country, the National Democratic Party (NDP), has extremely deep ties to the rich and powerful in Egypt, backed up by both senior military officials and the U.S. government foreign aid program, which enriches various sections of the NDP. The New York Times explains:

“Since the revolt, the military has surged to the forefront, emerging as the pivotal player in politics it long sought to manage behind the scenes. The beneficiary of nearly $40 billion in American aid during Mr. Mubarak’s rule, its interests span the gamut of economic life — from the military industry to businesses like road and housing construction, consumer goods and resort management. Even leading opposition leaders, like Mohamed ElBaradei, have acknowledged that the military will have a key role in a transition.”

http://www.nytimes.com/2011/02/05/world/middleeast/05cairo.html?hp

To summarize, U.S. aid to Egypt has been the lifeblood of the dictatorship and the ruling party associated with it, while leading opposition figures have no interests in confronting these powerful interests, only removing their current figurehead. The opposition group that plans to negotiate with the NDP must know that any agreed to middle ground will be unacceptable to the majority of Egyptians, since the NDP will work to maintain their own privileges and wealth.

If the ruling party stays intact, then so will the ruling security apparatus, which will eventually steer the wheel of history backwards again. The party of the dictatorship must be crushed and dismembered, so that real democracy can have room to grow. The official “opposition” has no interest in doing this, because they have no interest in real change.

What would real change look like? It would require a drastic departure from the free-market policies that have been implemented for years, including privatizations of state run industries, lowering taxes for the rich and corporations, eliminating regulations, subsidies, and tariffs, etc. These policies were required by the IMF and World Bank, U.S.-led institutions that created in Egypt what exists in the U.S. — an incredible gap between rich and poor.

None of Egypt’s “respectable” opposition are mentioning these policies, because many benefit from them.

If an anti-Mubarak, pro-free-market opposition gains power, they will collide immediately with the majority of working and poor Egyptians, who want a change in the above policies that brought about their misery.

The only opposition group that is expressing the economic demands of the people seems to be the newly formed Egyptian Federation for Independent Unions, which broke away from the government dominated unions to demand that a “… a minimum wage no less than 1200 LE, with a yearly raise proportionate to inflation; guarantee workers rights to bonuses and benefits according to work value, especially work compensation for those facing work hazards.”

and:

“The right for all Egyptian citizens to fair social security including the right to health care, housing, education ‘ensuring free education and syllabus development to cope with science and technology evolution,’ the right for all retired to decent pensions and benefits.”

It is demands like these that will decide Egypt’s future the day after Mubarak is gone. This will require a complete transformation of Egypt’s political system, including its economic policies that are intimately connected to the billions of U.S. foreign aid.  It will also require that Egypt’s poor and working class develop a clear vision of what they want in order to avoid being led astray by enemies acting as friends.

Cap and Trade: Polluting is allowed so long you pay the banksters

Kerry and Lieberman want the industry to pay bankers a fee for emitting.  In other words, they want to legalize unlimited pollution.  The results will be an end to industry at the local and regional levels, with massive, worse than ever before emission for anyone who can pay the new tax (Transnational Corporations).  The bill presented in May will also regulate how much energy citizens can use. It will also pursue the same failed green policies Spain is now abandoning.

CNSNews

Senators John Kerry (D-Mass.) and Joe Lieberman (I-Conn.) said they are not worried that their cap-and-trade plan might harm

The Cap-and-Trade scheme is part of the largest transfer of money and resources from the poor and the middle class to the corporate Lords.

fellow Democrats going into the November elections, at a time when voters are more concerned about bread and butter issues such as the economy and the 9.7 percent unemployment rate.

The bill, the American Power Act,  was unveiled in May and would establish a nationwide cap-and-trade system that would regulate the amount of carbon dioxide emitted into the atmosphere. In exchange, the bill would also extend various tax subsidies and credits in an attempt to make renewable energy sources relatively affordable.

Cap and trade basically means that a ceiling, a cap, would be placed on certain carbon-emitting manufacturers who would be allowed to exceed that cap if they purchase carbon credits (trade), the proceeds of which would be invested in alternative energy after the government collected a portion of those proceeds. (Some analysts describe the plan as “cap and tax.”)

CNSNews.com on Tuesday asked Sens. Kerry and Lieberman whether they were concerned that pushing such a low-priority issue so close to an election would reinforce the perception that Congress and its Democratic leaders were out of touch with the American people. (Lieberman, though an Independent, is a former Democrat who now caucuses with the Democrats in Congress.)

Lieberman acknowledged that the public is concerned with fiscal issues: “Deficit, debt is on the minds of the voters,” he said. “The American Power Act has been constructed to be deficit-neutral [and] we’re going to get the CBO analysis later this month or early next month.”

Kerry went on at length, saying that  Americans support many of the provisions in his bill: “When you put the worst arguments characterizing our legislation against the best arguments for energy independence — for jobs, for health, and cleaning up the environment — overwhelmingly Americans land on the side of a comprehensive bill,” said Kerry.

Kerry said that the debate going forward will not be about convincing the public of the veracity of global warming claims, but about trying to redefine cap and trade legislation as something that will benefit the struggling economy.

“Nothing that we do with respect to this bill rides on persuading people ultimately about climate [change],” Kerry said.

“Do Americans want to say no to anywhere from 250,000 to 540,000 jobs a year for the next 10-20 years? I don’t think so,” said Kerry.  “Do Americans want to let China take the lead in solar and wind technologies that we invented? I don’t think so. This is about getting America into the marketplace. This is a $6 trillion market with 6 billion potential users.”

Kerry and Lieberman, in an apparent nod to voters’ fiscal concerns, may have a steep hill to climb in convincing the public that their economic plan will lead to a better economy.

Polls show that Americans are not particularly taken with the issue of global warming, the driving force behind the Kerry-Lieberman effort. A March 2010 Gallup survey, for example, found that 48 percent of Americans thought that global warming claims were exaggerated.

That same survey found that 67 percent of Americans thought that global warming would not pose a serious threat to their well-being in the future.

Polls also have shown that global warming does not rank high on Americans’ list of concerns. An April 2010 Gallup survey found that Americans ranked environmental issues and global warming last when asked which issues they thought were the most important in determining how they will vote in November 2010.

Only 46 percent of Americans said that global warming was either “extremely” or “very” important to their voting decisions. By contrast, 93 percent said the economy was either very or extremely important to their voting choices. In fact, the economy was the only issue of the seven polled that a majority of voters, 53 percent, called extremely important to their voting decision.

Global warming was ranked as extremely important by only 22 percent of respondents.

The same March 2010 Gallup survey that showed skepticism of global warming also found that only 30 percent of the public thought that energy and climate legislation would either probably or definitely help the economy. Among those, only six percent thought federal legislation would definitely help.

Conversely, 48 percent thought that federal climate and energy legislation would either definitely or probably hurt the economy. The percentage of Americans who thought that federal energy legislation would either probably or definitely hurt the economy actually rose from one year ago, the survey found, while the number of people who thought the legislation might be beneficial declined.

Green Policies in Spain are a Total Failure

By Luis R. Miranda
The Real Agenda
May 19, 2010

Pajamas Media has received a leaked internal assessment produced by Spain’s Zapatero administration. The assessment confirms thspain's green economye key charges previously made by non-governmental Spanish experts in a damning report exposing the catastrophic economic failure of Spain’s “green economy” initiatives.

On eight separate occasions, President Barack Obama has referred to the “green economy” policies enacted by Spain as being the model for what he envisioned for America.

Later came the revelation that Obama administration senior Energy Department official Cathy Zoi — someone with serious publicized conflict of interest issues — demanded an urgent U.S. response to the damaging report from the non-governmental Spanish experts so as to protect the Obama administration’s plans.

Most recently, U.S. senators have introduced the vehicle for replicating Spain’s unfolding economic meltdown here, in the form of the “American Power Act.” For reasons that are obvious upon scrutiny, it should instead be called the American Power Grab Act.

But today’s leaked document reveals that even the socialist Spanish government now acknowledges the ruinous effects of green economic policy.

Unsurprisingly for a governmental take on a flagship program, the report takes pains to minimize the extent of the economic harm. Yet despite the soft-pedaling, the document reveals exactly why electricity rates “necessarily skyrocketed” in Spain, as did the public debt needed to underwrite the disaster. This internal assessment preceded the Zapatero administration’s recent acknowledgement that the “green economy” stunt must be abandoned, lest the experiment risk Spain becoming Greece.

The government report does not expressly confirm the highest-profile finding of the non-governmental report: that Spain’s “green economy” program cost the country 2.2 jobs for every job “created” by the state. However, the figures published in the government document indicate they arrived at a job-loss number even worse than the 2.2 figure from the independent study.

This document is not a public report. Spanish media has referred to its existence in recent weeks though, while Bloomberg and the Washington Examiner have noted the impact: Spain is now forced to jettison its plans — Obama’s model — for a “green economy.”

Remarkably, these items have received virtually no media attention.

An item which has been covered widely, however, is that President Obama is now pressuring Spain to turn off its spigot of public debt in the name of averting a situation similar to that of Greece.

Also covered widely is Obama’s promotion of the American Power Act — the legislation which would replicate Spain’s current situation in the United States.

Put simply, Obama is currently promoting a policy in the U.S. which is based on a policy that he wishes to see Spain abandon. Welcome to Obamaland, the particulars of which are explained in a fashion grandly more illuminating than this Obama-Zapatero dance in Power Grab: How Obama’s Green Policies Will Steal Your Freedom and Bankrupt America.

A translation of the leaked Zapatero government internal slide presentation: “Renewable Energy: Situation and Objectives April 2010”

1) Renewable Energy: Situation and Objectives April 2010

2) Renewable Energy Situation: The price of electricity affects household welfare

According to EuroStat data, the cost of electricity for households in Spain moved from below the European average to slightly above the average (+5% higher)

3) Renewable Energy Situation: The price of electricity determines the competitiveness of Spanish industry

Energy is a key input in industrial production processes. In basic industries (cement, industrial gases, metals, basic chemicals and steel), energy costs are three times the labor cost. The electrical cost for the Spanish industry is well above the European average (+17% higher).

4) Renewable Energy Situation: The price increase is mainly due to additional costs of renewables

The price of electricity determines the competitiveness of Spanish industry

Historical evolution of the prices of light and pool price [Appears above a graph showing a 77% price spike in industry's price for electricity]

A price increase cannot be explained by the evolution of electricity market price (pool), which has even fallen since 2005

5) Renewable Energy Situation: The price increase is mainly due to additional costs of renewables

The increase in the over-cost paid for renewable energy explains more than 120% of the variation of the electric bill, and has offset the reduction in production costs of conventional electricity (25%)

To these direct costs of renewables must be added indirect costs, as the need for additional investment in networks to integrate renewables (about 10% of planned investment in the planning) and capacity payments to the modular backup facilities (coal and gas) that are running a smaller number of hours

6) Situation of renewable energy: renewable energy has had a positive impact …

Thanks to the increase of renewable energies in the mix:

The rate of energy supply has increased by 3 points since 2005, to 23%, and the import of energy products has been reduced 5.500M Euro (including hydraulics).

Emissions have been reduced significantly, thanks primarily to the mix of electric generation being much cleaner (less than 120 tons of CO2 emissions per GWh of oil produced).

7) Situation of renewable energy: but its evolution in recent years has been too fast

From 2004-2010 the amount of premiums [over-cost paid for renewable energy; the subsidy] has increased fivefold. Only in 2009 it doubled over the previous year to reach 5.045M€, equivalent in amount to the entire public investment in R + D + i in Spain. [The renewables subsidy equaled the entire cost of producing electricity in Spain]. The forecast for 2010 is 6.300M€ (although 5.800M€ budgeted in January). This should add 1.000M€ for cogeneration.

With operational facilities, the renewable sector will receive in the next 25 years more than 126.000M€. In this factor, it adds a commitment to continue providing input to the renewable energies in the mix to meet the European objectives, which will increase this figure significantly.

8 ) Situation of renewable energy: Heterogeneity of renewables: costs

In 2009, the solar photovoltaic technology accounted for 53% of the extra cost of renewables, while they contributed only 11% of energy generated from these sources.

9) Situation of renewable energy: Heterogeneity of renewables: Impact on the external sector

Exports: Net exports of Spanish wind industry 1.300M€ contributed to the trade balance in 2008 and, besides, wind generation avoids fossil imports of 3.6M€.

Imports: By contrast, the PV industry growth was not gradual, hampering the formation of an auxiliary Spanish industry. In 2008 imports of photovoltaic cells and modules in Spain amounted to 5.182M€ (28.6% of net imports of crude and derivatives) as long around the 62% were imported.

10) Situation of renewable energy: Heterogeneity of renewables: Technical problems

Network Management. The proliferation of small plants and fluctuations in the availability of technologies hinder the management of the network.

11) Situation of renewable energy:

Regulatory mechanisms to support renewables have been:

– Pioneers in the world, which has allowed us to stay ahead of the industry, learn from the experience and finding some excesses.
There are numerous examples of these high returns: analyst reports, premiums accepted in other countries, over-subscription in the pre-records, facilities willing to accept lower premiums, “paper market” …

– Overly cautious about the ability of cost reduction technologies

– Inflexible, thereby preventing adjust remuneration to market signals and technological advancement

– Hardly told them by the administration in setting prices initially and have no control over the amounts … Which has caused a “bubble effect,” such as seen with photovoltaics in 2008 and the emergence of the thermal bubble (which would have continued in 2010 and successively had it not been for the pre-registration requirement imposed), as well as a sharp increase the over-costs [subsidies] paid to renewables in the form of a feed-in tariff.

12) Situation of renewable energy: Heterogeneity of renewables: International comparison

In wind power, our rates are in line with Europe. However, solar photovoltaics, Spanish retribution has been the most high, despite the higher number of hours of sun and more solar radiation.

Spain Wind € 75-84/MWh Solar €265/295/350/450/MWh

China Wind € 56-67 Solar € 121/MWh

Japan Wind € 73-89/MWh

Germany Wind € 92/MWh Solar € 287-395/MWh

France Wind € 82/MWh Solar €310-380

Italy Wind € 85/MWh Solar € 350-390

Poland Wind € 90/MWh

13) Situation of renewable energy: Recent technological developments

The investment costs of renewable energies mainly depend on its technological learning curve

The plots have experienced tremendous technological development in recent years, reducing their investment costs

Not being mature technologies, have much future room for improvement, which informs a decision to slow its current expansion

14) Situation of renewable energy: What have we done?

The Government has adapted the following initiatives:

– A new framework for PV in 2008 (RD1578/2008) that brings order to the pace of installation and marking signs ecstatic that transfer with May fast technological development gains to consumers

– Creation of a technology pre-registration for the remainder of May 2009 has allowed us to avoid the “bubble” that was generated in thermal and prevent the system being made even more untenable in 2010.

– Package of measures for the reduction to the tariff deficit with input from the traditional electric companies, consumers and government (without the contribution of renewable energy).

15) Situation of renewable energy: Difficulties in reducing the tariff deficit

– The Government is committed by law to eliminate by 2013 the tariff deficit

– Despite the evolution of the wholesale market (pool), the balance of certain items (the Iberian peninsula, nuclear waste) and higher light, the rate deficit was only slightly reduced.

16) Objectives

– Reaching 20% of final energy and 40% of electric generation from renewable sources by 2020.

– Reducing the deficit and preserve the competitiveness of industry and household welfare.

– Transfer gains in technological developments to consumers.

– Avoid speculation caused by excess profits, which damages its image and retards the construction of the plants pre-assigned (with an adverse effect on the industry).

– Mitigate the incentive for fraud that can generate the current differential between the rate and the price of the pool.

– Promote technological improvement and cost reduction, advancing the attainment of “grid parity,” which will allow greater installation of renewables until 2020.
